Agency coordination sought in tree cutting permit issuances

THE issuance of controversial tree cutting permits in the city is a result of poor coordination among agencies.
This was resolved in a meeting between the City Government, Department of Environment and Natural Resources and John Hay Management Corporation Tuesday after reports allegedly by one of John Hay’s top official of indiscriminate issuance of tree cutting permits reached the Office of the President.
Mayor Mauricio Domogan reiterated the City Government has been issuing tree cutting permits only during emergencies when imminent danger of trees falling on residential houses exists.
The mayor showed pictures of several dead trees he ordered for cutting in the city since 2010, while others he ordered due to requests of the Department of Public Works and Highways on road right of way.
He vehemently denied having a hand in the issuance of a tree cutting permit to mall chain SM but said the request passed through proper channels with no less than DENR Secretary Ramon Paje approving the earth-balling of trees.
The tree cutting issue reportedly stemmed from a John Hay official telling the office of the President the mayor has been indiscriminately issuing permits within the Camp John Hay reservation and a pine tree covered portion of Governor Pack Road.
But the mayor said the multi-sector monitoring team, which John Hay Management Corporation is part of, was informed of tree cutting permits within their area including the ones requested by Camp John Hay Development Corporation for the construction of Monet Suites.
Also, according to the complaint received by the Office of the President is that tree cutting was allegedly approved by Domogan in areas included in the John Hay reservation such as Happy Hallow for the completion of the circumferential road.
With this, the mayor said he will issue an Administrative Order calling on the Multi-Sector Monitoring Team to strengthen coordination of DENR and the City Government such that major developments involving the cutting of trees will be in accordance with Executive Order 23 and pass through the DENR secretary.
