Arroyo tells Aquino: ‘It’s the economy, student!’

MANILA (3rd update 6:13 p.m.) — Despite being under hospital detention for poll sabotage, ex-President Gloria Macapagal-Arroyo has managed to write an essay that took off from a US presidential campaign slogan and, at the same time, scored his successor for “squandering” her administration’s gains.
In her paper entitled “It’s the economy, student!”, the former President-turned-Pampanga-congresswoman lectured President Benigno Aquino III, who was once her economics student in the Ateneo de Manila University, in how to increase employment, improve infrastructure investments, and even how to be a “hands-on” leader.
The title of the nine-page essay seems to be taken from the slogan, “It’s the economy, stupid,” which was used by then-US presidential candidate Bill Clinton to defeat then-President George W. Bush during the 1992 elections.

“A president must work harder than everyone else,” Arroyo said in her paper, which she wrote from October to December 2011. “And no matter what he thinks he was elected to do — even if that includes running after alleged offenders in the past — he must not neglect the bread and butter issues that preoccupy most of our people most of the time: keeping prices down, creating more jobs, providing basic services, securing the peace, pursuing the high economic growth that is the only way to vault our country into the ranks of developed economies.”
Arroyo was served her arrest warrant in November and was transferred to the Veterans Memorial Medical Center where she is under hospital arrest in December.
Her paper was presented to the media by economist Gonzalo Jurado, the former President’s economics professor at the University of the Philippines (UP). Arroyo holds a doctoral degree from the UP School of Economics.
