Aquino directs Cabinet to hurry PPP projects approval

PRESIDENT Beningo Aquino III has directed the Cabinet’s economic cluster to accelerate the approval of public-private partnership (PPP) projects.
Spearheading the Philippine Investment Forum at The Peninsula Manila in Makati City, Aquino said the government should not miss the opportunity brought about by the renewed interest on the Philippines from local and foreign businessmen.
“There has to be more speed in terms of giving a thumbs up, or a thumbs down to all the various projects that are under consideration. We cannot afford to think of decades upon decades,” he said.
“We are missing the opportunities that are already extant,” he added.
The President said at least eight PPP projects will be rolled out this year. These include building schools, roads, bridges and airports.
One particular focus is rehabilitation and improvement of the Ninoy Aquino International Airport (NAIA), which now becomes congested as more air traffic is experienced by the country.
“There is a need to really expand our gateways and various studies are underway to determine exactly how best to achieve that,” the Chief Executive said referring to NAIA.
“There are limitations to how much you can expand NAIA especially given the density of the population in the surrounding areas. But that should not stop us from having the facilities available for the tourists,” he said.
Aquino said there is also a study being done on a proposal to build a nautical highway aimed at cutting down travel time from Luzon to Mindanao. He said the proponents of the project want to reduce travel time from Mindanao to Luzon from three days to about 15 hours.
Once this is realized, the President stressed that products coming from the south could easily reach Metro Manila consumers, thus, a big boost to Mindanao’s agricultural producers.
He also hoped to implement simultaneously the North Luzon-South Luzon Expressway given the interest of not only one, but several proponents.
Aquino also expressed hope that the recently approved P60-billion Light Rail Transit Line 1 South Extension project, which will connect the LRT 1 to Cavite province, could be operational before he steps down from office in 2016.
“I have full faith that Transportation and Communication Secretary Mar Roxas will have this extension operational at the soonest possible time. And if I haven’t ridden on it by 2015, I will be very severely disappointed,” he said.
Since he assumed the presidency, Aquino batted for the PPP projects. But so far, only one had been bidded out last year, the P1.4-billion four-kilometer Daang Hari-South Luzon Expressway under the PPP projects. (SDR/Sunnex)
