Guagua bags 2nd in Regional Green Banner Awards

CITY OF SAN FERNANDO — The Municipal Government of Guagua bagged second place in the implementation of Nutrition Action Plan during Wednesday’s 2011 Central Luzon Regional Nutrition Awarding Ceremony at the Benigno Aquino Hall at the Capitol Grounds here.
The event was attended by Regional Nutrition Committee Andrew Villacorta, Department of Health regional director Benito Arca, Pampanga Provincial Health Committee chair Monina Laus, Department of Budget and Management Elisa Salon and Jonathan Alvardo, who represented the Provincial Government of Bulacan.
The awarding is in recognition of the 2010 Regional and Provincial Green Banner Awardees and the 2010 Regional Outstanding Barangay Nutrition Scholars.
According to Laus, Guagua ranked second among 10 local government units (LGU) that have been monitored under the Green Banner Award of the nutrition program of the region with an average score of 99.37.
Paombong town in Bulacan is this year’s first placer with a score of 103.30. Third place went to Bagac town in Bataan province with 98.63, followed by Talavera town in Nueva Ecija with 96.95.
Pampanga was adjudged as this year’s most outstanding province in the region with 92.42 percent, followed by Bataan with 88.38 and Nueva Ecija with 86.82 percent under the Regional Green Banner Award.
Tarlac City is this year’s outstanding city in the nutrition implementation program followed by San Jose City, Balanga City, Olongapo City San Jose Del Monte City, Science City of Munoz and the City of San Fernando.
The Province of Bulacan was also awarded the 2010 Consistent Regional Outstanding Winner in Nutrition (Crown) First Year Maintenance.
The Crown Maintenance award is given to a municipality, city, or province that has been adjudged by the national nutrition evaluation team as outstanding in the implementation of its nutrition action plan for more than three consecutive years.
Meanwhile, this year’s Regional Outstanding Barangay Scholars for 2010 are Edna Baldovino of Barangay Camanacsacan, San Jose City; Cresencia Cuaresma of Barangay Anao, Tarlac; and Angelina Espiritu of Barangay Abulalas, Hagonoy, Bulacan.
Rowena Kabiling of Pampanga and Elizabeth Camaya of Angeles City were adjudged as this year’s 2010 Outstanding Barangay Scholars for the provincial and city category, respectively.
The nutrition award is based on the results of the Monitoring and Evaluation of the Local Level Plan Implementation (MELLPI) of the nutrition programs of the LGUs and yearly conducted by an inter-agency group spearheaded by NNC.
The MELLPI aims to assess the efficiency and effectiveness of the LGUs in planning and implementing local nutrition programs. It also evaluates performance of the Barangay Nutrition Scholars who are tasked to coordinate the delivery of basic nutrition and related services in their area of assignments.
A highlight of the event is the Green Banner Award, which is given by the NNC to the LGU that has shown outstanding performance in the management of its nutrition program.
