Sin taxes may kill tobacco industry: legislator
A SENIOR member of the House of Representatives warned that implementing the proposed excise tax system of Malacañang might result in the death of the country’s tobacco industry.
La Union Representative Victor Ortega, a member of the Northern Luzon Alliance (NLA), was referring to House Bill 5727, the Palace version of the sin tax reform proposal authored by House committee on appropriations chairman Joseph Emilio Abaya.
“While members of the NLA recognize the need to increase excise tax rates on tobacco products, they believe that any adjustments made must be moderate and within reasonable range,” Ortega said in a statement.
The veteran legislator expressed concern that implementing excessive increase in tax rates may result in the demise of the country’s tobacco industry.
Ortega said he consulted Ilocos Sur Governor Chavit Singson on the issue amid reports that he is backing the proposed bill authored by Abaya.
Ortega said the NLA and Governor Singson are one in saying that “while there is a need to increase taxes, any changes in the current excise tax system should reflect a sound balance between the government’s need for increased revenues and the need to protect local industries and other stakeholders”.
Abaya’s bill seeks to restructure the existing four-tiered excise tax system into a single tier system that will levy a P30 tax per pack on all tobacco products within three years of implementation.
The bill proposes a three-year transition period in unifying the tax rates on cigarettes and distilled spirits. The tax structure for fermented liquor will be immediately unified on the first year of the reform.
