Engineer: Lara is recycling plant, former dumpsite
CITY OF SAN FERNANDO—The head engineer of the company that handles pelletization of residual wastes in this city said Barangay Lara shares the site of their recycling plant and the city’s former dumpsite.
“Barangay Lara is where you can find Spectrum Blue Steel’s (SBS) pelletizing plant. The plant is close to the city’s former open dumpsite,” Engineer Esteban Callo Jr., chief engineer of True Green Energy Corporation (TGEG), said.
SBS, which sorts out residual waste for pelletization, is the subsidiary of TGEG.
Callo, however, clarified that the city does not throw away garbage anymore to their former open dumpsite in the said village.
“Unfortunately, we had problems in shredding residual wastes when our machine malfunctioned which forced us to pile up ready to shred residual wastes outside the plant,” Callo said.
The malfunctioning of their shredding machine, Callo said, started in the first month of their operation.
“The shredder’s blade got sluggish after two to three hours of usage so we had to stop until the blade is sharp again. Later on, the blade gave up. We cannot use the machine anymore,” he said.
Around 700 tons of residuals piled up outside SBS’ facility are soaked in water whenever there is rain.
Mayor Oscar Rodriguez has ordered SBS to shred all remaining residuals within three weeks or if they can’t, residuals should be brought to the sanitary landfill in Capas, Tarlac. He made the order after Auxiliary Bishop Pablo Virgilio David and environmentalists led by Sonny Dobles visited the area and called it an “open dumpsite.”
However, Engineer Callo said their new and bigger shredding machines have not yet arrived.
“As of now, all we can do is sort out residuals being sent to our plant. We cannot yet press together or pelletize these residuals because we’re still waiting for our bigger machines,” Callo said.
Callo added that TGEG top officials have heard of the problem but have not given any responses yet. He said company officials are in Thailand.

DOH, Pineda to tap RHUs in fight vs. Tuberculosis
STO. TOMAS, Pampanga – The Department of Health (DOH) regional office will utilize Rural Health Units (RHU) in effectively detecting tuberculosis (TB) cases in Pampanga.
DOH Regional Director Dr. Leonita Gorgolon said her office and the provincial government will closely work together for the implementation of the National Tuberculosis Program (NTP).
The NTP, she added, aimed to detect the affected residents and eventually cure them.
Gorgolon disclosed that “generally, 95 percent of the total population of the country are potential victims of tuberculosis.”
She added that “our tropical climate and the crowded homes of Filipinos” are the reasons for the alarming percentage of people that could be affected by TB.
Gorgolon said the DOH and Gov. Lilia Pineda have teamed up to rehabilitate at least 19 RHUs, most of which are at the province’s fourth district.
The RHUs will be used to detect the cases of TB in 20 towns and the City of San Fernando.
“We will just train people on the detection of TB. Then the province and respective town will do the work,” said Gorgolon.
She stressed that “it’s wonderful to work with a hardworking and supportive governor” in the fight against TB.
Pineda recently launched a province-wide campaign to “detect and cure” TB cases in Pampanga. She had utilized nurses to help in detecting the cases of disease.

Junkshop owners in Pampanga form coop
Some 150 owners and operators of junkshops in various municipalities of Pampanga have organized themselves into a credit cooperative as they completed a one-day pre-membership educational seminar on cooperativism.
Provincial Cooperative and Entrepreneurial Development Officer (PCEDO) Mamerto Gatus said that the junkshop owners were oriented on the importance, principles, success factors, structures and other pertinent information on the organization and establishment of a registered provincial cooperative.
This developed only a week after the heads of junkshop owners associations in the municipal level went to PCEDO and asked its assistance in organizing themselves into a provincial credit cooperative, Winston Cruz, senior cooperative development specialist narrated.
Cruz, together with Cooperative Development Authority (CDA) Provincial Manager Carol Miguel, provided the participants with the needed inputs on how to organize and maintain a successful cooperative in the seminar held at the Benigno Aquino Memorial Hall.
Cooperatives enjoy benefits and privileges such as securing low-interest rate loans from lending institutions and given priority in project contract bidding with their members receiving regular dividends from interest earned from paid-up capital and patronage refund.
Cooperative development is one of the priority thrusts of PCEDO as it continuously conducts capability building and empowerment activities for the members of the various organizations including maintaining and strengthening linkages with national government agencies and non-government organizations with cooperative programs.
PCEDO reports show that the province has more than 200 registered cooperatives comprised of 43,678 members with more than P1.7 billion pesos of total assets.
These cooperatives have P678 million pesos paid-up capital and P394 million member savings deposits.
Cruz said that one of the highlights of the seminar was the election of the group’s provincial officers who later took their oath of office before Governor Lilia G. Pineda at the provincial capitol.
Elected officers were: Jesus dela Cruz of the City of San Fernando, chairman; Ronald Domingo of Lubao, vice-chairman; Alan Ocampo of Sta. Rita, secretary; and Ma. Nenita Roman of Guagua, treasurer.
