Government, Moro rebels peace panels vow transparency
MIDSAYAP, North Cotabato – Officials of the Philippine Government and the Moro Islamic Liberation Front (MILF) vowed to be transparent on the proposed final peace agreement before the signing is done.
“No final peace agreement will be signed without the government making it known to the people first,” said Teresita Quintos Deles, Secretary of the Office Presidential Adviser on the Peace Process (Opapp).
MILF spokesperson Von Al Haq, for his part, also said the Moro rebels will continue its advocacy for transparency with the Bangsamoro people.
“Every development [in the peace process], we always bring it to the ground for consultation with our stakeholders,” Al Haq said Sunday.
“There are no hidden agenda when it comes to the government’s negotiations with the MILF or with any group, for that matter,” Deles told civil society organizations during a forum in Zamboanga City.
“The promise of the government is that before there is an initialing of a document that is to be signed, it is going to be publicized,” she stressed.
The two sides have reached a significant stride in the 15-year-old peace talks in April with the signing of the Decision Points on Principles, which shall serve as the framework in the discussion and formulation of the comprehensive peace compact.
Amity talks are slated to resume this month with the discussion expected to focus on the crucial issues of power and wealth sharing.
Both sides have since separately conducted consultations regarding the breakthrough in parts of Mindanao.
During the forum, aside from giving an update to members of civil society on the latest developments on the peace process, Deles also clarified other issues.
“We want to come out with a plan that addresses the concerns of the party we are talking to. Likewise, it should be something that can be accepted not just by the group we are negotiating with, but by the Filipino people, something to be internationally seen as the best the government can offer under the circumstances,” Deles said.
She quashed worries and concerns from sectors that fear of a negative impact from a possible peace agreement with the MILF.
Deles said that they are working based on the principle of “consent of the governed,” which is a legacy of democracy passed on to President Benigno Aquino III by his parents.
She said the President gives high value to this principle to ensure that any peace agreement entered into by the government will have the support of the people.
Aquino has also instructed the government peace panel to learn from the lessons of the past, Deles said, referring to the botched 2008 Memorandum of Agreement on Ancestral Domain.
The Supreme Court, because of the lack of public consultations, ruled the homeland deal unconstitutional, she added.
Another instruction and guiding principle is for the government’s ability to deliver on the commitments made and agreed upon. It should be politically, economically, socially, and culturally acceptable, said Deles.
“Our commitment is to come out with the best settlement the government has to offer. One that is reasonable and doable,” she added.
