Pampanga’s sand collection scheme lauded
BACOLOR — Officials of the Provincial Government of Surigao del Norte lauded Thursday Pampanga’s quarry system, saying it is organized and have ordinances that provide check and balance on the whole operations.
“The Pampanga system is so organized and there are existing local ordinances that provide a check and balance on the quarry operation. We also do not have some of the safeguards that are present in the Pampanga system, as well as some of the fees and paperwork that are being implemented here,” Surigao de Norte Governor Sol Matugas said.
They also called as “highly efficient and inspiring” Pampanga’s quarry collection system.
Matugas, who was accompanied by board members Myrna Romarate, Mamerto Galanida, Sim Castrence, tourism officer Ivonnie Dumagdag, budget officer Gay Cotiangco, treasurer Daisy Hubilla and Gen. Services Officer Teresita Ajoc were in Pampanga on Thursday for a benchmarking activity on the collection program of Pampanga for its quarry resources.
Provincial Environment and Natural Resources (Penro) officer Art Punsalan oriented the visitors on the ins and outs of the quarry industry here.
“We are very much enlightened with the tips and explanations of the Pampanga officials on how they are able to keep up their quarry collection at such an efficient and productive way,” Matugas said.
At present, the quarry collection for Pampanga is at P25 million a month on the average. The towns and barangays with quarry operations get 30 percent and 40 percent, respectively, from the bulk of the collection.
The operations are directly handled by the Kalam, the quarry monitoring arm under the Office of the Governor with paperwork and oversight of the quarry sites by the Penro.
Matugas said they have different problems with their quarry industry in their own province. She said that from the explanation of the Penro, they would have to streamline their collection and processing system, which is currently handled by local municipalities.
Matugas said they have been enlightened and learned a lot from the collection system of Pampanga and would be bringing some of the management system back into their home province.
