School hints at backing out on satellite campus deal
PORAC – Don Honorio Ventura Technological State University (DHVTSU) officials made insinuations it will withdraw from the satellite campus agreement with town officials here if “internal disagreements” are not settled soonest.
Majority of village chiefs in this quarry-driven and sand-rich town urged Councilor Mike Tapang to unite with the administration of Mayor Condralito Dela Cruz in pushing for the establishment of a satellite school.
Tapang stressed three concerns to the Provincial Board (PB) like scholarships, priority of Poraqueños over others in enrolment and the transfer of properties to DHVTSU after five years, on top of a P3-million operational expense subsidy.
The PB ruled that the Porac Municipal Council’s wisdom on the agreement should be upheld and the requests of Tapang be heard.
Porac Association of Barangay Captains Maximo Bunque said they were ready to appeal the DVHTSU–Porac agreement and pursue the establishment of the school.
In the course of the talks, Vice Mayor Dexter David said the quest for the DHVTSU satellite campus may have been muddled between a school and a commercial center allegedly proposed by Tapang.
The vice mayor said that aside from his confidence DHVTSU could operate on itself after the three-year observatory period, the Municipal Government of Porac could sustain its needs much that funds from quarrying from the premier “sand capital” are on hand.
“In the Dela Cruz administration alone in 2011, our quarry revenues were at P29,613,240 with Capitol shares at P17,091,000. Compare that to 2010 quarry incomes of P22,526,370 and the provincial’s share of P15,826,000. Aren’t we capable of subsidizing a state university campus? Of course, it is better than running a community college because of complexities. DHVTSU is DHVTSU wherever you go and the P3-million subsidy can be stopped after favorable reviews in three years because we are certain DHVTSU is capable of operating in itself. By then, we could use the P3 million for other services and provide for more scholarships,” David said.
In a phone interview with Councilor Tapang, he reiterated that he is not against the establishment of the satellite campus. He just wanted to amend the agreement for the benefit of Poraqueños.
“I am with you. It’s a majority decision. All I wanted was to have my requests accommodated in the MOA. Fortunately, we met with DHVTSU regarding the three salient points I raised before the Provincial Board like the scholarships, turn-over of properties and priority enrollment of Poraqueños. They are now making the addendum,” he said.
Tapang also clarified that the proposal to put up a P250-million commercial center is not his proposal.
