AFTER CORONA’S OUSTER LCP to continue appeal against 16 new cities

CITY OF SAN FERNANDO – After the ouster of Chief Justice Renato Corona, the League of Cities in the Philippines (LCP) is set to file another motion for reconsideration against the approval of 16 new cities in the country.

The Supreme Court, under Corona’s administration, approved the 16 new “unqualified” cityhood.

“We’re considering to file another motion for reconsideration and open the case against our opposition to the 16 new cities,” LCP President and San Fernando Mayor Oscar Rodriguez said.

The conversion of some small towns into cities without passing primary requirements like income, land area and population has cut the internal revenue allotment (IRA) of existing cities by millions.

San Fernando has lost P50 million while neighbor Angeles City has lost P54 million from their IRA after the conversion of the 16 new cities.

To cover up for their budget loss, Rodriguez and Angeles City Mayor Edgardo Pamintuan said they are implementing efficient revenue collection and using prize money from awards like the Seal of Good Housekeeping from the Department of Internal and Local Government among others.

Moreover, in a recent meeting, Pamintuan said LCP is drafting a position paper called “IRA portability” of budget to the 16 new cities.

Pamintuan said the scheme suggests that the new 16 cities will use the fund they get from their municipality and whatever the deficit is will be provided by the LCP.

“We have more constituents than them so we’ll provide what they need for their constituents. So that big cities like us could use the budget for infrastructure development,” Pamintuan said.
