House Speaker backtracks on SALN release

HOUSE Speaker Feliciano Belmonte failed to fulfill his earlier promise to the press that he will release his 2011 statement of assets, liabilities and net worth (SALN) after the impeachment trial of ousted Chief Justice Renato Corona.
The Senate impeachment tribunal, with a vote of 20-3, handed down last week a guilty verdict on the chief magistrate.
In a press conference last month, Belmonte said he will release his SALN once the impeachment trial is concluded.
“After the case of the Chief Justice is over, I don’t think we can’t claim this won’t side track the impeachment. I will release mine (SALN) after the impeachment trial,” the House Speaker said.
In an ambush interview on Monday, however, Belmonte instead jested: “I’ll show it (SALN) to my girlfriend first; just joking.”
Speaker Belmonte is the third richest lawmaker among the 285 members of the House of Representatives with a net worth of P736 million.
He said he is in the process of consulting party leaders to come up with a consensus on the release of SALNs.
“We are trying to discuss with the various members of the chamber. Actually, our rule up to now is anybody who wants to release can do so but for us to come to an agreement that all of us will be bound by the same rule and so forth, I’m in the process picking a group of people from all parties to come to a consensus on that,” Belmonte said.
Several House members have already voluntarily released their SALNs, including House Deputy Speaker Erin Tanada, Bayan Muna Representative Neri Colmenares and Akbayan Representative Kaka Bag-ao. The three lawmakers are part of the impeachment prosecution team.
The release of SALNs became an issue after the House of Representatives impeached Corona for his failure to truthfully disclose his assets and net worth.
Belmonte, meanwhile, refused to sign a bank waiver that would allow the disclosure of all his accounts.
“The Ombudsman is free from scrutinizing anybody’s bank accounts. That is part of the Ombudsman’s power and even on top of that, we signed a form which contains a waiver,” he said.
“Just because Corona waived it around, that doesn’t make it a thing to do. That’s just his gambit anyway,” Belmonte added.
In his testimony before the impeachment tribunal last month, Corona signed a waiver on his peso and dollar accounts. Prosecutors, however, decided not to examine Corona’s accounts confident on the testimony of Ombudsman Conchita Carpio-Morales.
Citing a report of the Anti-Money Laundering Council, Ombudsman Morales accused Corona of having 82 dollar accounts, transactions of which amount to at least $10 million. This was denied by the former Chief Justice.
