Cruz resident who asked that he be identified only as “Bengco.”

Bengco said it was at the height of the administration of former President Gloria Macapagal-Arroyo that the road first underwent “total reconstruction.”

“Ipinagparangalan pa noon sa mga tarapal na ang pagpapagawa ng kalsada ay proyekto ni Cong.Mikey Arroyo (It was proudly proclaimed in tarpaulins then that the road construction was a project of Cong. Mikey Arroyo),” Bengco said.

Despite the hardship of going through unpaved, narrow trails that served as detours, Bengco said the commuters did not complain, content with the thought of travel convenience once the well-paved road was finished.

Bengco said it took almost a year for the construction, including the curing period, to be completed.

The initial happiness of the barrio folk however turned to anger when only a month or so after, parts of the road were again scraped, to make way for the construction of drainage canals on both sides of the road.

“At muli na naman ang pag-ikot ng mga tao sa makikitid, maalikabok at baku-bakong eskinita parito’t paroon sa Porac at Angeles (Again, it was the circuitous detours through narrow, dusty, unpaved trails for commuters between Poac and Angeles City),” Bengco said.

From then, residents claimed, there has not been any stop to the repair of patches of the road, greatly inconveniencing them.

Complaints from Porac residents have swamped the Tapatan radio program of Arnel Panganiban over radio station GVAM-792 located along the Porac-Angeles City Road.

One caller aired his suspicion that “certain Porac politicians are (allegedly) benefitting from all the construction.”

“Trenta porsiyento SOP na lang kada bakbak at repair ng kalsada, minsan sa isang taon, sa isang termino nila ay sulit na.

Halaga na ng buong proyekto yun (At 30 percent SOP per scrapingand repair work, once every year, they would have gained the worth of one project in one term),” he said.

Others decried the “lack of sensitivity” of the Department of Public Works and Highways (DPWH) to the comfort and convenience of commuters, saying: “Bulok ang sistema ng DPWH (the DPWH stinks).”

Ruperto Cruz, chairman of the advocacy group Pinoy Gumising Ka Movement, who sits as regular discussant in the radio show said:

“The Porac Road appears to follow the pattern of roads constructed under the supervision of the DPWH that of being guaranteed to crack in a year’s time.”

Like the radio station, this paper tried to get the side of the DPWH but failed as of presstime.
