Abu Sayyaf member arrested in Basilan

MANILA — Security forces have arrested a suspected the Abu Sayyaf member who is tagged in the kidnapping of a Catholic priest in 1994 and the killing of 14 government soldiers in 1998, a police official said.

Director Samuel Pagdilao, chief of the Philippine National Police’s Criminal Investigation and Detection Group, identified the suspect as Jumli Orie Manjuri alias Salam, alias Salam.

Manjuri was arrested Thursday in the village of Cabunbata, Isabela City, Basilan, for kidnapping with frustrated murder and kidnapping with serious illegal detention

Manjuri is allegedly involved in the kidnapping of Fr. Clemence William Bertlesman on July 31, 1994, at the vicinity of Asturias Chapel, Jolo, Sulu.

He is also involved in an encounter sometime in 1998 in the village of Baungis in Lantawan, Basilan that killed 14 members of the military’s Special Action Forces.

Santiago: No basis to declare 13th senator next yea

MANILA — Senator Miriam Defensor-Santiago asked her political enemies to stop floating the possibility of declaring 13 winners in next year’s senatorial elections once she quits her post to sit as judge in the International Criminal Court.

Facing reporters in a weekly briefing at the Senate, Santiago said the scenario is not even provided for in the Omnibus Election Code, thus calls for her to decide when to resign was misplaced.

“All I can say as a lawyer is show me the law. There is no such provision in our law. You’ll only miss a senator hypothetically, for three years because the election is set every three years. Suppose I don’t resign, I do not understand this preoccupation for dreaming,” she said.

Last week, the senator wrote Commission on Elections (Comelec) Chairman Sixto Brillantes that she will only quit from the Senate once the ICC based in The Hague, Netherlands calls her to duty.

She cited the ICC charter or the Rome Statute, which provides that any incumbent judge shall not be allowed to retire, until he finishes any trial where he participated.

Earlier, the Comelec appealed to Santiago to make up her mind when to resign so that technology provider Smartmatic can do the configuration of the precinct count optical scan machines (PCOS) for the additional slot four months before the May 2013 election.

As her early retirement from the Senate looms, Santiago said she is preparing to live a life away from family and political foes.
