Audit commission to probe mayor’s cash advances

SANTO TOMAS –- An official from the Commission on Audit (COA) has directed its regional office head to conduct a special audit on the “cash advances” by Mayor Joselito Naguit amounting to P9.5 million.
Commissioner Heidi Mendoza, in a letter addressed to the Movement of Good Governance (MGG) here, said she has issued a memorandum to regional director Winnie Rose Encallado about the special audit which set to be conducted anytime.
Mendoza instructed Encallado to submit a report to the Fraud and Audit and Investigation Office, Legal Services Sector (FAIO-LSS) on the outcome of the special audit.
The commissioner also called the attention of COA auditor Jovencio Lumba assigned to the municipality of Sto. Tomas clarify the cash advances made by Naguit.
This stemmed on the request made by Antonio Dizon, a member of MGG to the COA, for audit on the nature and liquidation of the monthly cash advances granted to Naguit.
Dizon, who is also an accounting graduate, explained in his request for audit that cash advances have a particular nature for the payment of salaries, wages, travel and other benefits due to the personnel.
He added that cash advances, when allowed, must be drawn in favor of the cash disbursement officer and not to Mayor Naguit.
It can be noted that Naguit, Municipal Accountant OIC Nympha Lacsina and municipal treasurer Regina Carreonwere charged criminally and administratively by former municipal administrator Rodelio Garcia before the office of the Ombudsman.
