AT LEAST five percent of the increased “sin tax” collection target should be allocated to public school clinics to help the 22.1 million students needing health services, a lawmaker said.
Aurora Representative Sonny Angara said earmarking a part of tobacco and liquor tax collections for the hiring of school-based health personnel will be the “shot-in-the-arm” that will boost the capability of public school clinics to extend health services to “practically one-fifth of the country’s population.”

Angara noted that there is a present ratio of one doctor to 147,000 students and the medicine budget of P1.50 per student every year.
“If one of the major reasons for hiking sin taxes is for government to have more money for health, then there is no better place to spend this than in public schools where 20 percent of the country congregate during day time,” the lawmaker pointed out.
On top of the 22.1 million students, public schools also host half-a-million teachers.
Despite this sheer size, a Department of Education report released five years ago pegged the number of “medical officers” in public schools at 150, dentists at 617 and nurses at 3254.
With no hiring surge for this kind of personnel authorized over the past five years, Angara said “it is safe to assume that this remains the size of the medical corps that attends to the health needs of our schoolchildren.”
“The lack of dentists is one giant toothache for the education system because painful tooth disease has been cited as one of the top reasons for class absences by pupils,” he said.
Angara, chairman of the House committee on higher and technical education, also cited a Commission on Audit (COA) report that drugs in school clinics are also lacking.
The COA reported that in 2010purchases by the Department for Education (DepEd) for drugs and medicines amounted to only P31.9 million, which translates to a per student spending of about P1.50 per year.
