Low pressure area brings heavy rains, causes flooding

MANILA (Updated 9:21 a.m.) — The low pressure area (LPA) brings heavy rains on Central and Southern Luzon including Metro Manila and Quirino, causing flooding in some of these areas, the state weather bureau said on Tuesday.
Weather forecaster Boy Soriaga said heavy rains since early Tuesday has flooded some roads in Metro Manila, making these impassable to light vehicles.
This prompted some schools in Paranaque, Pasay, Taguig and Quezon cities to suspend classes.
Soriaga said the LPA was last spotted at 30 kilometers north of Ambulong, Batangas.
Despite bringing heavy rains, he said, the LPA has small chance to turn into cyclone because it is in the landmass. It was expected to dissipate on Thursday.
Soriaga said except for LPA, there is no weather disturbance seen outside the Philippine Area of Responsibility (PAR).
In its 6:20 a.m. advisory, the Philippine Atmospheric, Geophysical and Astronomical Services Administration (Pagasa) issued a yellow warning signal for some areas.
A rainfall of 10.2 millimeters (mm) are expected in Tanay in Rizal; 4 mm at Sangley Point in Cavite; 5 mm at Science Garden, Quezon City; and 3 mm at Port Area, Manila.
Under the heavy rainfall warning system, a yellow warning indicates that an expected rainfall of 7.5 mm to 15 mm within one hour is likely to continue.
Communities under this advisory are advised to be aware of the weather conditions. The bureau warned that flooding may also occur in low-lying areas.
Pagasa said the Central and Southern Luzon will experience cloudy skies with scattered rainshowers and thunderstorms becoming widespread rains over Central Luzon, Quirino and Quezon provinces that may trigger flash floods and landslides.
“Residents living in low-lying areas and along mountain slopes are advised to be alert for possible occurrence of flash floods and landslides,” it said.
The weather agency added Visayas and the rest of Luzon will have mostly cloudy skies with scattered rainshowers and thunderstorms.
Mindanao will be partly cloudy to cloudy skies with isolated rainshowers and thunderstorms.
Moderate to strong winds blowing from the northeast to northwest will prevail over Luzon and coming from southwest over Eastern Visayas.
The coastal waters along these areas will be moderate to rough.
Elsewhere, winds will be light to moderate coming from the southwest with slight to moderate seas. (PNA/Sunnex)

Man, cleared by court of robbery, shot dead

A JAPANESE national is facing charges before the Municipal Trial Court in Cities (MTCC) after he attacked a policeman who was about to arrest him for allegedly molesting a waitress inside a restaurant on June 27.
Charged with direct assault and acts of lasciviousness was Kiniche Kameyama based on the affidavit/complaint of Police Officer 1 (PO1) Edwin Alolor Reboquio of Talomo police.

In a resolution, Prosecutor Victoriano Bello found sufficient evidence to charge Kameyama with direct assault after he grabbed and held Reboquio when the latter tried to arrest him for creating a commotion inside Monnojo’s KTV & Sushi Bar on Quimpo Boulevard.
Court records showed that the Japanese national together with his friend Omal Almasol entered the bar at around 1:30 a.m. of June 27.
Witnesses observed that the two were already drunk when they arrived. The two stayed inside a VIP lounge and ordered drinks.
They allegedly kept on shouting and demanding to have their requested songs be played over the others.
Hours later, Kameyama asked for their bill and Sheena (name withheld), a waitress, handed it to the accused.
In his affidavit, Reboquio said Sheena told him that the respondent touched her legs but was prevented by another waiter.
When the respondent went to the restroom, Kameyama again saw Sheena and allegedly touch the latter’s breast, prompting the bar’s staff to call for police assistance.
Kameyama resisted when Reboquio tried to arrest him. Amasol also interfered causing the delay of the arrest, thus the filing of case.
Reboquio filed direct assault and obstruction of justice complaints against Kameyama and Amasol, respectively.
However, the CPO recommended the filing of grave coercion, instead of obstruction of justice charges against Amasol for interfering and blocking the way to delay the arrest of Kameyama.
Bello recommended P12,000 bail to each of the charges filed against the Kameyama and Amasol.

MANILA (Updated 9:23 a.m.) — A low pressure area (LPA) that brought heavy rains on Tuesday to a wide part of Luzon, including Metro Manila, continues to move toward Zambales and is expected to dissipate on Wednesday afternoon, according to the state weather agency.
However, the Philippine Atmospheric, Geophysical and Astronomical Services Administration (Pagasa) said the LPA will still bring rains over Luzon.
Weather forecaster Boy Soriaga said that as of 2 a.m. Wednesday, the LPA was spotted at 60 kilometers north northwest of Iba, Zambales.
Soriaga said the LPA will still affect Northern and Central Luzon, including Metro Manila. These areas will experience scattered rainshowers.
The LPA has no chance to turn into a cyclone and is expected to dissipate on Wednesday afternoon or Thursday morning, he said.
Soriaga said that except for the LPA, there is no weather disturbance seen outside the Philippine Area of Responsibility.
In its advisory, Pagasa said Luzon and the Visayas will experience mostly cloudy skies with scattered rainshowers and thunderstorms, becoming cloudy with widespread rains over the western sections of Northern and Central Luzon that may trigger flash floods and landslides.
“Residents living in low-lying areas and along mountain slopes are advised to be alert for possible occurrence of flash floods and landslides,” Pagasa said.

Meanwhile, Gine Nievares, Pagasa hydrologist, said that they are still monitoring Ipo Dam in Norzagaray, Bulacan and La Mesa Dam in Novaliches due to the continuing rains.
Nievares said that as of 6 a.m. Wednesday, Ipo Dam had 100.15 meters, very slightly less than the 100.80-meter normal water level.
Nievares said that they also monitoring the water elevation at La Mesa Dam, which is nearing the overflow level.
“As of 6 a.m., La Mesa Dam had 79.76 meters, medyo malayo sa normal water level of 80.15 meters. La Mesa Dam has no gate vales and may just overflow once the water level exceeds the normal level,” she explained.
Tullahan River traverses several barangays in Novaliches, both in Quezon City and Caloocan City, Valenzuela City and Malabon City.
