No work, classes in Metro Manila due to ‘Gener’
MANILA (5th Update, 3:32 p.m.) — Malacanang issued Monday Memorandum Circular (MC) 32 suspending government work and college classes in the Metro Manila due to strong winds and heavy rains caused by Tropical Storm “Gener” (international codename: Saola).
Education and local government officials have earlier announced suspension of classes from pre-school to high school in the capital and in nearby provinces due to bad weather.
MC 32 was issued upon the recommendation of National Disaster Risk Reduction and Management Council (NDRRMC) and the Philippine Atmospheric, Geophysical and Astronomical Services Administration (Pagasa).
“In view of the continuing inclement weather brought about by storm ‘Gener,’ work in government offices and classes in college level in the National Capital Region are hereby suspended today, 30 July 2012 from 2:30 p.m. onwards,” the memorandum circular read.
“However, those agencies whose functions involve the delivery of basic and health services, preparedness/response to disasters and calamities, and/or the performance of other vital public services shall continue with their operations and render the necessary services,” it added.
The circular, which was signed by Executive Secretary Paquito Ochoa, shall take effect immediately.
The weather disturbance was caused by combined effects of Gener and southwest monsoon, according Pagasa.
Heavy rains that started Sunday evening have flooded some cities in the capital and its neighboring provinces, prompting authorities to order for the suspension of classes from pre-school to tertiary levels.
Weather forecaster Nikos Peñaranda said Gener and southwest monsoon are affecting the areas of Cavite, Bulacan, Pampanga, Rizal, Batangas and portions of Metro Manila.
Gener has slowed down slightly as it continues to move in north northwest direction, Pagasa said.
Peñaranda the tropical storm is not likely to make landfall and may instead head for Taiwan. It is expected to leave the Philippine territory on Wednesday.
Gener may generate 12 to 25 millimeters per hour rainfall (heavy to intense) within its 700-kilometer diameter radius, the weather bureau said.
At 4 a.m. Monday, the Pagasa spotted Gener 330 kilometers east northeast of Aparri, Cagayan. It packed 105 kilometer per hour (kph) of winds and gustiness of up to 135 kph.
It moved north northwest at 11 kph.
Pagasa has already lifted the yellow alert warning it issued early Monday morning but the public were advised watch out for issuance of next updates.
The state weather bureau raised storm signal number 2 in Calayaan, Babuyan and Batanes groups of islands. While storm signal number 1 is hoisted over Isabela, Kalinga and Apayao provinces.
Areas under storm signal number 2 area expected to experience 61 to 100 kilometers per hour (kph) winds within the next 24 hours, while those under signal number 1 will experience winds of 30 to 60 kph within the next 36 hours over these areas.
No storm signal was issued in Metro Manila but rains inundated the cities of Quezon, San Juan, Navotas, Manila, Pasay, Caloocan, Malabon, Valenzuela, Mandaluyong, Marikina, Muntinlupa, Taguig, Makati, Pasig, Parañaque, and Las Piñas.

Some government offices, including the Senate, have dismissed their personnel early as flooding, which was a result of the downpour may trigger flooding.
Also, government authorities were on alert Monday due to the rising water levels in dams.
Oyie Pagulayan, Pagasa hydrologist, said the La Mesa Dam in Quezon City remained in red alert status as its water level neared the spilling level following the continues rains brought by Gener enhanced by the southwest monsoon.
“As of 8 a.m., 79.85 meters neared the spilling level of 80.15 meters. The dam has no gates and there is a chance the dam will overflow to the Tullahan River,” Pagulayan said.
Tullahan River traverses several villages in Novaliches, both in Quezon City and Caloocan City, Valenzuela City and Malabon City.
Earlier, Pagasa had raised red alert warning over La Mesa Dam as it reached critical level at 12 a.m., forcing local authorities to order mandatory evacuation of residents affected by the dam’s overflow.
At 2 a.m., La Mesa dam reached the critical level of 79.85 meters or 0.34 meter below its spilling level of 80.15 meters.
Pagulyan advised the residents near La Mesa Dam to be on alert.
She added that water levels of Magat Dam in Isabela and Ipo Dam in Norzagaray, Bulacan reached near spilling levels.
The water level in Magat Dam in Isabela, with a critical level of 190 meters, already reached 189.68 meters as of 6 a.m., Pagulayan said.
On the other hand, Ipo dam in Bulacan has released water three times Monday. As of 6 a.m., the water level at Ipo dam is 100.66 meters or 0.14 meter below its spilling level of 100.80 meters.
The National Disaster Risk Reduction and Management Council (NDRRMC) said the rising water level at the La Mesa Dam causing excess water to overflow is expected to affect the low-lying areas along the Tullahan River, Fairview, Novaliches and the Camanava (Caloocan, Malabon, Navotas, Valenzuela) area.
NDRRMC advised all the residents living downstream from La Mesa dam “to be alert for possible increase in the water level downstream.”
It said six roads and five bridges have been closed to traffic since Sunday. Four closed roads are in the Cordilleras while some bridges were shut down in Occidental Mindoro and Palawan.
The NDRRMC said one casualty reported identified as Ronald Necor, 33, resident Barangay Pangalcagan, Bugasong, Antique due to drowning.
Gener resulted in floods affecting 2,736 families or 13,472 persons in 18 barangays, five municipalities, three cities in the five provinces of Regions III (Central Luzon), IV-B (Mimaropa), and Region 6 (Western Visayas).
NDRRMC said the total number of population currently served inside and outside evacuations is 2,600 families or 12,933 persons.
On Sunday, at least 13 domestic flights, mostly involving light aircraft from Manila to Caticlan and vice versa, have been cancelled due to bad weather.
According to a media advisory of the Manila International Airport Authority on Sunday, Cebu Pacific Airlines cancelled four flights — 5J 893, 895, 913 and 919 — bound for Caticlan, and five flights — 5J 894, 898, 914, 892 and 920 — back to Manila.
Cebu Pacific also cancelled flights 5J 513 bound for San Jose in Occidental Mindoro and the return flight 5J 514.
Air Philippines also decided to cancel flights 2P 039 from Manila to Caticlan and 2P 040 from Caticlan to Manila as Pagasa placed seven areas in Northern Luzon under public storm signal on Sunday after Gener intensified into a storm.
Although Gener has slowed down, the weather bureau said the storm is expected to enhance the southwest monsoon that will bring rains over Central and Southern Luzon and Visayas, especially the western section, and Northern Mindanao.
Fishing boats and other small sea crafts are advised not to venture out into the seaboards of Central and Southern Luzon, Visayas, and eastern seaboard of Mindanao due to the combined effects of the storm and the southwest monsoon.
Residents living in low-lying and mountainous areas under public storm warning signals and areas affected by the southwest monsoon are alerted against possible flash floods and landslides. Likewise, those living in coastal areas under public storm warning signal number 2 are alerted against big waves or storm surges generated by this tropical cyclone.
