Roxas replaces Robredo in DILG

MANILA (3rd Update, 4:33 p.m.) — Secretary Manuel Roxas II will soon be leaving the Department of Transportation and Communication (DOTC) after President Benigno Aquino III named him on Friday as the successor to the late Local Government Secretary Jesse Robredo.
Addressing reporters in Malacañang, Aquino said he is expecting Roxas to continue Robredo’s projects in promoting transparency in the financial records of local government units, tightening security on jails, and improving the country’s fight against terrorists and other lawless elements.
The President said Roxas was his top choice to succeed Robredo even at the height of the search and rescue operations for the late secretary in the waters of Masbate. Robredo died along with two pilots in a plane crash on August 18.
“I just want to make sure that the functions will be easily transferred to someone who can carry on Jesse’s good initiatives. Mar was on top of a very shortlist but there are other people that I considered,” he said in an interview.
Roxas is one of Aquino’s senior advisers and running-mate in the 2010 presidential elections. He was supposed to run for president in the 2010 presidential polls. But he gave way to Aquino following the people’s clamour after the death of former President Corazon Aquino, the President’s mother.
Roxas also served as trade and industry secretary to former Presidents Joseph Estrada and Gloria Macapagal-Arroyo.
“Mar is very capable. He will put his personal style but the bottomline here is that we can have allied local government units that will respond to the problems of the nation and improve the services of the [DILG-attached agencies] PNP [Philippine National Police], BFP [Bureau of Fire Protection] and the BJMP [Bureau of Jail Management and Penology],” the President said in an interview.
Roxas said on Friday that he will implement a revamp in the agency once he assumes the post.
He said all the co-terminus positions at the DILG would be deemed vacant.
“According to the President, he is giving me the free hand to come up with my team at the DILG, as well as to choose [people] who will lead the agencies under the DILG. That’s his order to me,” he said in a press briefing in Malacañang after the President announced his appointment.
“All of the co-terminus positions would now be vacant,” he said.
Roxas thanked Aquino for appointing him on the post, as well as the family of the late DILG chief for their support on his appointment.
He admitted that much is expected of him at the DILG.
“I have big shoes, big ‘tsinelas’ [slippers] to fill. I am not Jesse Robredo,” he said.
When he was still alive, Robredo used to go to work wearing slippers to show that he was a public servant, not only of the rich people, but most especially of the masses.
Roxas, who is also the president of the administration Liberal Party (LP), said he will continue Robredo’s legacy as he vowed transparency, accountability and people empowerment.
Asked how his appointment to DILG will boost his bid for the 2016 presidential elections, he said, “I don’t give it much thought.”
“I know I can only succeed and I told this to the President, I will only be successful and I can only succeed whether in DOTC or now in DILG if all thoughts of 2016 or any other electoral position was removed from my mind and that’s what I intend to do,” he stressed.
Roxas, who is on his first year as DOTC chief, reportedly pushed for Cavite Representative Joseph Abaya to be the next DILG Secretary. Abaya is the secretary general of the LP, which is eyeing to solidify its grassroots support come the 2013 midterm elections.
Instead, the lawmaker was assigned to be Roxas’s replacement in the DOTC, which is currently in the thick of preparations of bidding out airport rehabilitation projects.
Political observers say Aquino’s decision to place a party-mate in the DILG is a strategy for the former senator to forge ties with local chief executives whom the LP can tap to deliver the votes in case Roxas will run for President in 2016.
“Precisely, because the DILG is mandated to supervise local governments,” Ramon Casiple, executive director of the Institute for Political and Economic Reform (Iper), told Sun.Star.
Aquino denied this as well as Roxas who admitted that he never gave the next presidential election “much thought.”
“If I put someone who is not up to the task and can lessen my burden then that would mean lack of common sense on my part,” Aquino said.
Aquino also asked the Commission on Appointments (CA) to immediately confirm the two officials so that they can buckle down to work soon, a call that received positive response from CA member Senator Franklin Drilon.
“We in the CA assure immediate facilitation of their appointments,” he said.
Roxas said his first priority is to recover from “shell-shock” caused by the untimely death of Robredo as he promised to continue the reforms in the DILG.
“I am no Jesse Robredo. Compared to him, I have lots of shortcomings but rest assured that I will do my best to pay respect to the legacy of Secretary Jesse. His memory will be my guide in carrying out the duties of the Secretary of the DILG,” he said as he thanked Robredo’s wife Leni for her trust and confidence in him.
Vice President Jejomar Binay earlier jockeyed for the position when he became the country’s number two leader in 2010 but he declined to be considered this time, saying he wanted to focus on his work as housing and anti-human trafficking czar.
Once floated as Robredo’s replacement as well is Senator Panfilo Lacson, one of Aquino’s allies in the Senate.
Among those who sent congratulatory messages to Abaya and Roxas are Justice Secretary Leila de Lima and Senators Teofisto Guingona III and Ramon Revilla Jr.
“Secretary Roxas espouses similar virtues and principles which includes good governance and transparency in government transactions. He has a proven track record in government service that is needed for the position. Mar is a rare gem in public service,” said Guingona, a member of the LP.
PNP Director General Nicanor Bartolome also congratulated Roxas to his new appointment.
“With a sterling track record in the government service, Secretary Roxas brings with him a wealth of executive experience and professional competence to administer and manage the operations of the bureaus and attached agencies under the DILG, including the PNP,” said Bartolome, whose agency is under the DILG supervision.
Aside from the DILG, Roxas will also sit as concurrent chairman of the National Police Commission (Napolcom).
Chief Superintendent Generoso Cerbo Jr., PNP spokesman, said the 148,000-strong men and women of the country’s police force are now “ready to serve the new secretary.”
Apart from looking for an executive assistant, Abaya said he will focus on realizing the infrastructure projects of the Aquino administration and the investigation on the real cause behind the plane crash.
Abaya will lose his seat in the House of Representatives after assuming office.
He will also be replaced by Negros Oriental lawmaker Jocelyn Limkaichong as head of the powerful appropriations committee that is currently deliberating the proposed P2-trillion national budget for 2013.
The influential Catholic Bishops’ Conference of the Philippines (CBCP) said it will be monitoring the performance of Roxas and Abaya.
“We wait for the performance of this people and then we can say if they prove to their task or otherwise,” said CBCP president Archbishop Jose Palma.
Palma, meantime, said there is nothing wrong with the President putting his allies in the government, saying that Aquino has the right to choose whoever he wants to appoint.
