Candidates file COCs

CITY OF SAN FERNANDO – A number of candidates have filed their certificates of candidacy (COCs) Monday in various Commission on Election (Comelec) offices in the province, accompanied either by supporters and runningmates.
Among those who filed their COCs Monday were re-electionist Mabalacat City Mayor Marino ‘Boking’ Morales and his runningmates, re-electionist Rep. Aurelio ‘Dong’ Gonzales (3rd district), former Angeles City administrator and political officer Mark Allen Sison who is seeking for the vice mayoralty post, and Dr. Rey Aquino, making a comeback as city mayor of San Fernando, and his runningmates.
Mayor Morales urged Monday his constituents to pick credible and qualified candidates who will vie for elective positions in next year’s polls.
Morales issued the statement shortly after he, together with his runningmates under the Kambilan Ning Memalen Kapampangan (Kambilan) local political party, filed his certificate of candidacy Tuesday morning.
Morales said leaders of the newly-converted city should have substance, vision, and passion for the people.
“Ngayon po ay nasa panahon na naman tayo ng ating mga nanunungkulan. Piliin po nating mabuti ang kandidatong lumalapit sa atin. Sa inyong mga kamay po nakasalalay ang lalong ikauunlad ng ating siyudad,” Morales said.
He also cited Mabalacat’s strategic location which will help in realizing the dream of leaders for the city – to become Makati North of Manila in 20 years.
The city mayor also mentioned programs on health, environment, peace and order, education, among others.
He also asked the support of his constituents in realizing the programs of administration. “Kung wala ang suporta ng mga tao, wala rin tayong magagawa,” the mayor said.
Councilor Elizabeth Pineda filed her certificate of candidacy for vice mayor under Morales’s slate.
Councilor bets under Morales ticket include Councilors Roland “Rox” Peña, Rogelio Yumul, and Froilan Galang; Board Member Krizzanel “Win-Win” Garbo, Dwight Morales, Tomas Manalo, Eddie Sotto, Joey Santos, Carlo Nino Rivera, Amaru “Bok” Tiglao.
Dong bids for 3rd term
Rep. Aurelio “Dong” Gonzales Jr. (third district) filed his certificate of candidacy Monday before the Pampanga provincial Commission on Elections (Comelec) office in a bid for a third term in office under the Nationalist People’s Coalition (NPC).
Gonzales and hundreds of his supporters attended a solemn Eucharistic Mass at the Sto. Niño Parish Church here before parading along Capitol Boulevard and staging a brief stop at the Provincial Capitol.
The filing brought with it a festive mood with drums and regular confetti drops from a hovering helicopter all throughout the long walk to the Comelec office.
The two-term congressman is set to battle it out with City of San Fernando Mayor Oscar Rodriguez who set to stage a comeback. Gonzales said he does not consider Rodriguez as an adversary in the 2013 race.
“My greatest concern now is how to continue my programs for the district. Anyone is free to run in the congressional race,” Gonzales said.
Gonzales added that he will honor the alliances made NPC in the national level. He added that NPC in the local level will still consider the rule on “equity of the incumbent.” However, if a candidate from a coalition party member would field in a candidate, the worst possible event would be a “free zone” scenario for the district.
Gonzales added that he is optimistic about his chances in the 2013 race.
Gonzales is the first congressional candidate to file his certificate of candidacy and the first incumbent government official to have filed such in the provincial Comelec office here.

‘Oca not my foe’
“Mayor [Oscar] Oca [Rodriguez] is not my foe in 2013,” so quipped Gonzales, Jr. Monday after filing his certificate of candidacy at the Commission on Elections Provincial Office.
Gonzales, who is seeking his third term, was the first official to file his certificate of candidacy Monday, marching with hundreds of supporters to the Comelec office early morning after hearing Holy Mass at the Sto. Niño Parish, in a show of force that came complete with a “higante” and a chopper dropping confetti along the route.
He will face Rodriguez in the congressional race in next year’s polls.
“Actually, hindi si Mayor Oca ang kalaban ko kung hindi ang pagnanasa nating makapagsilbi muli at ituloy ang P5.0 billion worth of projects natin sa distrito. I know the people will soon speak and they will decide for themselves,” Gonzales said.
On Sunday during his state of the district address, Gonzales never mentioned nor hit on the opposition, but focused on his desire to serve by continuing his third and last term.
“I just want to continue to be the solution to be problem as I open another chapter in serving you and the Third District come 2013 and beyond. Sana po ay sama-sama pa rin tayong isulong ang progreso sa tersera distrito na nasimulan natin sa limang taong nakaraan.”
Amid cheers of support from folks and local leaders, Gonzales said: “Utang na loob ko po sa inyo ang pagkakataong inyong ibinigay sa akin upang pagsilbihan kayo. I gave my best, I gave my all. And I promise to give more in the coming years if you will again give me the trust and mandate to continue making the district more progressive, responsive and truly a place where I could be the solution to your problems.”
The lawmaker very particular about education, where some P107 million in assistance was poured in the past five years.
“Education is the key to progress. Ito po ang namana ko sa aking mga magulang na hindi kayang nakawin nino man. Ito rin po ang nais kong ipamana sa mga kabataan at kanilang pamilya ngayon. Pangako ko pong itatatguyod kayo dahil ito ang susi tungo sa magandang bukas. Power is temporary. But education is a wealth that could not be taken away from you,” stressed Gonzales.
Aside from education, he said, some P4 billion worth of infrastructure had been put up in the district, with some P1.0 billion more in the offing.
About P22 million more in health programs, Gonzales added, benefitted the poor in Bacolor, City of San Fernando, Mexico, Sta. Ana and Arayat, hand in hand with some P11 million in agricultural assistance.
“Sa atin po, pantay-pantay lahat. Walang mahirap, walang mayaman. Tayo po ay hindi gumagamit ng tao at ang aking sandata ay ang aking Rosary kung saan ipinagdarasal ko kayo araw-araw,” quipped Gonzales.
Quoting Winston Churchill, he said: “Every day you make progress. Every step may be fruitful. Yet there will stretch out before you and ever lengthening, ever-ascending, ever improving path. But this, far from discouraging, will only add to the joy and glory to the climb.”

Sison files candidacy for VM
Former Angeles City administrator and Vice President Jejomar Binay’s political officer Mark Allen Sison filed Monday his certificate of candidacy before the city Commission on Elections (Comelec) in Angeles City, running as an independent vice mayoralty candidate of the United Nationalist Alliance (UNA).
Sison was accompanied by dozens of supporters who were wearing orange shirts with the UNA logo. UNA is the party of Vice President Jejomar Binay.
The former city administrator said his previous stint as city officer here gives him a well rounded understanding of the workings and needs of the city.
Asked if who would be the mayor he will be supporting, Sison said he will announce who it will be in the coming weeks. Sison said he will be running as an independent candidate but would be openly campaigning for the UNA candidates and guest candidates for the national and congressional level.
Sison said he is ready to battle it out in the 2013 vice mayoralty race here among at least five other candidates. Among his advocacies include the construction of barangay senior citizens centers in 33 barangays of Angeles City that will be equipped with wheelchairs, crutches/canes, nebulizers, and other medical equipment.
Sison said he is setting his eyes on a free cinema viewing for all senior citizens and birthday cakes to all senior citizens during their natal days. Sison said he also sees the importance of a medical assistance and burial assistance program for the city that will benefit indigents and the abandoned.
He added that he has started work on a scholarship program for indigent students that will identify 20 per village to be enrolled with regular educational assistance in all state universities and colleges (SUCs), and at the AMA Computer University, St. Jude College and Medical Center.
For the education sector, he is forwarding the implementation of an information technology program to all public elementary and secondary schools.
He said he had started work on PCSO-sponsored medical/dental missions and supplemental feeding programs for this city. Sison added that his legacy would be a modern legislative building.
Dr. Aquino files his COC
Dr. Rey Aquino was the first candidate to file his certificate of candidacy for the mayoralty post at the Comelec at the city hall of San Fernando Monday morning.
Aquino, a third term mayor of this city, was accompanied by runningmate lawyer Raul Macalino and 10 city councilorables Puring Bamba, Jay Cuyugan, Bong David, Russel Halili, Angie Hizon, BJ Tiger Lagman, Ayzel Macalino, Jep Miranda, Jay Patio and Rey Pekson.
Dr. Aquino said his team — Team Fernandino — is affiliated with the United Nationalist Alliance (UNA), the party of Vice President Jojo Binay.
Hundreds of supporters attended a Mass at the San Fernando Cathedral before filing their COCs.
After they filed their COC, Aquino, Macalino and 10 city councilorables walked from the city hall to covered court of Villa Barosa in Barangay Dolores here.
The group was met by at least 5,000 residents from different barangays, after which a press conference was held.
In his short speech, Aquino said he chose to file his CoC yesterday (October) because it was also on Oct. 1, 1995 when residents of San Fernando experienced massive flooding.
If elected, Aquino said, “Bibigyan ko ng pansin ang kalusugan, edukasyon, peace and order at mabigyan ng agarang solusyon ang pagbaha ng lungsod.”
