CITY ADMINISTRATOR SAYS Lazatin groping for answers on bad loans

ANGELES CITY – “Get a copy first of the Special Audit Report of the Commission on Audit which was submitted to the late Secretary Jesse Robredo on August 4, 2010 before opening your mouth and resort to absurd and incoherent excuses.”

This was the advice of City Administrator Dennis Albert Pamintuan to the Lazatin camp, particularly Irish “IC” Calaguas, in connection with the special audit COA report on 16 local government units, including Angeles City, whose loans utilization and management has been questioned.

“Obviously, Calaguas and much less her boss have not read the report yet, and are obviously groping for answers, resulting in absurd, incoherent and ridiculous finger-pointing,” said Pamintuan.

“They should read the report before opening their mouths,” he said.

Pamintuan also advised Calaguas to check her facts when she said Mayor Pamintuan rented a portion of the San Nicolas market to Puregold, a supermarket chain.

“It was during the past administration that the upper floor of the market was rented out,” he said.

“Konting ingat lang po sa inyong mga datos. Tila natataranta na kayo,” he said.

According to Pamintuan, the COA special audit report noted of the loans made by Lazatin from the Land Bank of the Philippines and the Development Bank of the Philippines, particularly the P186 million loan for the construction of the San Nicolas Market.

From years 2001 to 2007, Lazatin obtained a total of P324.9 million in loans.

The COA report noted that the P186 million loan for the San Nicolas market did not pass through the proper processes.

Asked by the COA for its comment, the administration of then Mayor Blueboy Nepomuceno said:

“When the previous administration entered into a loan agreement with Land Bank of the Philippines for the reconstruction of a public market, which is the San Nicolas Public Market (P186 million), the City Planning and Development Office (CPDO) was not informed nor consulted and neither was involved in the LGU’s loan negotiation.”

It was revealed the other day by Mayor Edgardo Pamintuan that because of the derogatory record of Angeles City pertaining to its past loans, the city may no longer be able to obtain credit from banks unless cleared by the Department of Finance.

“For Calaguas to pass the blame on us for something that Lazatin did during his administration is the height of absurdity,” said Pamintuan.

He clarified that Nepumuceno did not actually pay the loans of Lazatin when he borrowed P812.5 million for the Philippine Veterans’ Bank (PVB) in 2009 ostensibly for the construction of a sports complex.

Nepomuceno simply repackaged Lazatin’s loans which were just transferred to and absorbed by the PVB, he explained.

“In other words, the people of Angeles are still paying for the indebtedness of Lazatin.

On the contrary, we have not resorted to borrowing because we are able to manage our finances well,” Pamintuan said. “In this respect, who’s bankrupt?”

Pamintuan has laughed off persistent charges by the Lazatin camp that the current administration is bankrupt, mainly because of some payables with a gas station.

“We challenge them to bring their political engagement to a higher level, like coming out with a real and doable platform, other than nitpicking on issues and promising free education and medical services, while lowering taxes, which may be good propaganda but impossible to implement,” Pamintuan said.

He cited as an example a recent charge of the Lazatin camp that the donated hospital equipment for the Ospital Ning Angeles have not been recorded in the books as of mid-2011.

“Booking is a continuing exercise, and the hospital equipment arrived by batches.

In fact a new shipment is forthcoming in a few weeks. In other words, they should check on the end-year reports, which are more conclusive, not the periodic memoranda issued by the COA intended to remind government offices of certain issues that needed to be addressed,” Pamintuan explained.
