. Angeles City council nominated for DILG award

ANGELES CITY – The Sangguniang Panlungsod (SP) here will be included in the roster of nominees for the 2012 Local Legislative Award by the Department of Interior and Local Government (DILG) for its excellent implementation and enactment of ordinances and resolutions that contribute to the attainment of desirable socio-economic and environmental programs for this city.
The said award recognizes the exemplary performance of councils of cities and municipalities in legislating measures that help build the foundation of meaningful local administration and development.
According to Vice Mayor Vicky Vega-Cabigting, who also sits as presiding officer of the SP, the city’s nomination for the said award is a manifestation of carrying out a proper and sound legislative process in the city.
“This recognition is only proof of the city council’s steadfast commitment to serve the public through its active passage, implementation and administration of laws that benefit our constituents,” Vega-Cabigting said.
She associates the nomination of the city council to the good working relationship of the legislative and executive branches of the city, wherein they focused on a common direction guided by the Legislative Executive Development Advisory Council (LEDAC) and the forging of the Executive-Legislative Agenda (ELA) –both of which ensure the cooperation of the said local government branches in preparing a comprehensive development plan that outlines a set of programs and policies towards a sustainable socio-economic environment in the city.
Vega-Cabigting recalls that, with the ELA, significant legislative codes were enacted and passed by the present council.
These codes are: Market, Revenue, Investment, Gender & Development, Traffic and the Environment Code.
The aforementioned codes were also instrumental in the city’s acceptance of the Seal of Good Housekeeping and the citation by DILG as Angeles City, the most consistent local government unit in good governance and transparency in the country this year.
“I am also proud to say that, for the first time in a long time, both the majority and minority members of the city council are working hand-in-hand toward a common goal. Among these is the establishment of the City College of Angeles, the Angeles City Renal Care Unit and other programs and projects which the Angeleños can take advantage of.” added the Vice Mayor.
For his part, Mayor Edgardo Pamintuan expressed confidence and is optimistic that the city council will emerge as winner in the highly urbanized city category.
“This will prove to be another milestone in local governance here in Angeles, where we can clearly see that the administration has achieved a smooth working relationship with the legislative branch in efficiently carrying out the promises we made to our constituents through the Contract with the Angeleños,” Pamintuan said.
In her statement, Vega-Cabigting also said that the nomination will inspire the city council to fulfill its responsibility and mandate as a local legislative body.
“We assure the citizens of Angeles that our commitment to public service will not end here; we will not rest on our laurels. We will continue improving the City Council and we have started doing so with the computerization of codes for convenience and accessibility through the internet,” the vice mayor assured.
After submitting the proper documents for the city’s nomination, the DILG’s National Awards Committee and the National Board of Judges will review the documents from January 2-31, 2013.
