To the tune of 13-8, the Philippine Senate passed on third reading last Monday the much-debated Reproductive Health (RH) Bill, which promotes, among others, the use of artificial contraceptives to arrest the ballooning population in the country and the spread of sexually-transmitted disease.
Not even the strong opposition of the Catholic Church deterred the country’s legislators to tow the Malacanang-backed RH Bill through the two chambers of Congress.
A bicameral conference will be scheduled to reconcile the versions of the bill before it would be submitted to the President for signing into law.
The country’s population has bloated to around 100 million, at a pace that alarms the government. Similarly, STDs–some as deadly as the Acquired Immuno-Deficiency Syndrome (AIDS)–are on the rise due to promiscuity and unsafe sex.
Religious sectors have been divided by the issue, some went for the passage of the bill, while others, especially the Roman Catholic Church, stood pat that the proposed measure would erode the moral fiber of the Filipinos.
Catholics and other anti-RH advocates believe the bill will encourage or, worse, legalize abortion. It may also unwittingly promote extra-marital affairs which have been the cause of many broken homes and unwanted pregnancies.
Under the new bill, contraceptives like pills and condoms could be distributed for free, or bought over the counter at cheaper prices due to government subsidy. The availability of such contraceptives in the market is also feared to entice pre-marital sex among the youth.
The opposition to the bill have their reasons and they are all valid.
Pro-RH bill people, too, have their basis for pushing for the measure. They think the proposed law could give the poor easy access to contraception. It is, anyway, among the poor where birth rate is high. Without the education and means for reproductive health guides, we are bound to the same fate, or even population explosion in the coming decades.
Weighing the arguments of both sides, there are valid pros and cons to the bill. There are perceived gains for the state and the people in particular while there are also threats of abuse and misuse of the proposed law to satisfy personal motives by some quarters; there are also the danger of even causing social ills as a result of eroded values.
At the end of the day, it is the Filipino’s inherent value of responsible parenting to guide each member of the family to recognize what is right or wrong.
With or without the RH Bill, it is the family that would mould a person into becoming a responsible parent, siring children that he can nurture and support, or an irresponsible person who can produce offsprings but can never be a parent.
