Group: Clear Pampanga fishermen in fund mess

In a press statement, Pamalakaya chairperson and Anakpawis number one nominee Fernando Hicap said COA should issue an urgent declaration clearing the names of more than 2,000 project beneficiaries.
“We ask COA to deliver a categorical and unconditional statement clearing the fishermen of criminal and civil liabilities from this grand slam money making activity of political syndicates working in and out of Malacañang and in and out of DAR (Department of Agrarian Reform),” Hicap said.
The COA is set to dispatch a fact-finding team to Masantol, Pampanga to receive the affidavits of fishermen who were used in what appears to be a ghost project of DAR which led to the loss of at least P89 million of government shares in the Malampaya gas project in Palawan. The state audit agency assured fishermen that their affidavits will help in the removal of names of fishermen who did not benefit from the project and who now fear being charged along with the project’s proponents.
“The COA should make a public statement that the fishermen will not be charged, only the brains, only the proponents of this P89 million Malampaya fund raid,” the Pamalakaya official added.
Pamalakaya and Anakpawis said COA could proceed in the gathering of affidavits of fishermen regarding the DAR ghost project, however, it is legally, politically and morally necessary at this point to assure the fishermen that they would not be held accountable for the P89 million Malampaya fund scam.
“COA should issue a black and white statement clearing the fishermen of any liability. That would allay fears and on the other hand would inspire and encourage fishermen to come out in the open and pursue their own case against those who used their names for the corrupt and narrow interest of the few,” the groups added.
Earlier, COA argued the names of farmers who were made to appear as having benefited from the project could not be immediately removed from the beneficiaries’ list until the completion of the full audit of how the Malampaya funds were used.
Documents show that the DAR’s emergency contingency project received P89.2 million sourced from Malampaya funds and it is intended to have benefit not less than 2,500 farmers.
One of those listed as beneficiaries, George Viray said he did not receive an agricultural package worth P35,781 from the DAR project. The enlisted project beneficiary said he does not own any farm land upon which these materials could be used and he did not meet any representative of the Kaupdanan para sa Mangunguma Foundation Inc. (KMFI) which facilitated the DAR project; and that he had not signed any DAR project document.
The COA 2010 report showed that from 2002 to 2010, P23.601 billion of the Malampaya funds were released to various government agencies and to the province of Palawan, according to a 2011 Inquirer story.
National government agencies received P19.643 billion, but only 1.27 percent of this amount went to the Energy department for the electrification of 211 villages.
