Lawmaker explains P200,000 allocation for Tesda
ANGELES CITY – The office of Pampanga Representative Carmelo “Tarzan” Lazatin explained Wednesday the his P70-million Priority Development Assistance Fund (PDAF).
Lazatin’s office made the explanation following allegations of former Barangay Sto. Cristo chairman Aymer Alvarado that he has violated anti-graft and corruption laws by allocating part of his PDAF to the family-owned Republic Central Colleges (RCC).
“I’m not sure that Mayor Ed Pamintuan, who happens to be a lawyer, actually understands how the allocation of the PDAF works,” said IC Calaguas, chief political affairs officer.
Calaguas clarified that Lazatin asked the Department of Budget and Management (DBM) to allocate P200,000 from his P70-million PDAF to the Technical Education and Skills Development Authority (Tesda).
He said it was Tesda, the implementing agency, that allocated a portion of the P200,000 to RCC, which is one of the accredited Tesda institutions.
As per Special Allotment Release Order (SARO) No. SARO-BMB-G-12-T000002477, the P200,000-fund was actually allocated to 12 private schools – not just RCC – including Universal Communication Learning Institute, AIE College of Calasio Inc., Flight School International Inc., Jose C. Feliciano College, Mother Earth Production Inc., New Era University, Saint Mary’s Angels College of Pampanga, Skills Power Institute, Pampanga Agricultural College, CH Pena Learning Institute, and AMA Computer College.
As per the rules of DBM, congressmen are not allowed to allocate their PDAF to any private agency and their authority is limited to the identification of projects and designation of beneficiaries.
The authority over the implementation of the project is taken on by the respective implementing agency. In the case of scholarship projects, the qualified implementing agencies are Tesda, the Commission on Higher Education (Ched), Department of Education, State Universities and Colleges, and the National Commission for Indigenous Peoples.
“If they actually took the time to read, even just the PDAF primer issued by the House of Representatives, it would have been made clear to them that congressmen neither handle the funds nor implement the projects,” said Calaguas.
“For now, we’ll just wait for COA’s response to Alvarado’s letter,” said Calaguas.
In a press statement, Alvarado said if Lazatin really wanted to help the students of Angeles City, he should have allocated his PDAF to the City College of Angeles (CCA) instead of allocating it to RCC.
According to Calaguas, the congressman initially wanted to allocate funds for CCA, however, as per DBM regulations, the project should be handled by an implementing agency, in this case, the Ched.
Calaguas said the plan did not come to fruition since until now, CCA has not yet been accredited by Ched.
Calaguas also said Alvarado’s actions are clearly politically motivated.
