Mayor hosts city's 'vin d'honneur'

ANGELES CITY — Mayor Edgardo Pamintuan hosted Friday the City Government’s version of vin d’honneur at the City College of Angeles (CCA) Covered Court.
Vice Mayor Vicky Vega Cabigting, members of the City Council, department and program heads of the City Government, businessmen from the Angeles City Filipino Chinese Chamber of Commerce and Industries (AC-FilChi), former-barangay and current barangay captains, representatives from the academe, business sector and other non-governmental organizations were among the guests during the post new year reception.
Pamintuan offered a toast following his pronouncement that the year 2012 brought significant achievements for the city in terms of local governance, fiscal management and world-class recognitions.
He said the awards the city received from the Department of Interior and Local Government (DILG) – the Seal of Good Housekeeping, the Gawad Pamana ng Lahi for local innovations, and the city ranking 6th in the Philippines and 1st in Central Luzon under the Local Governance Performance Management System (LGPMS).
This year was also a milestone for Angeles as its chief executive was chosen by Superbrands Marketing Incorporated as one of the Most Outstanding Mayors of the Philippines and by the City Mayors Foundation in London as the top 8 World Mayor in its bi-annual search for the World Mayor Awardee.

“I think it is historic, insofar as the City Government of Angeles is concerned, or any other local government is concerned. The awards bestowed to our city are a clear testament of the administration’s commitment to good governance, transparency and accountability,” Pamintuan said.
In his speech, the world-class mayor also recognized the fact that they are currently standing on the grounds of the “once promised but now fulfilled” City College of Angeles main campus site.
Students of the said college are now expected to transfer here from their temporary campus at the City Library this coming academic year.
“This is a monument of our administration whose significance can never be undermined. No one and no amount of destructive propaganda from our desperate political opponents can destroy what we have done here for the youth of our city,” Pamintuan said.
He added that, just across the compound, one could see the Ospital Ning Angeles extension building where he unveiled his plans to further enhance the health care services of the city.
“Together, we will build a new Cancer Treatment Center for our constituents – and soon, if we are given the chance to work again, a Coronary Intensive Care Unit at the hospital for patients suffering from heart diseases,” he stressed.
This came after the success of the Angeles City Renal Care Unit, which has served over 400 patients and doled out approximately 10,000 treatments in just a year.

The mayor lauded the City Council headed by Vice Mayor Vega-Cabigting for continuously working with him in the implementation of his programs and projects.
“The good working relationship of the executive and legislative branch of the City Government proved that we can do more than what is expected from us,” Pamintuan said.
He also commended other city officials and employees for working hard and doubling their efforts in their respective tasks and duties, thus closing 2012 with no deficit in the city coffers – something which has been observed for 2 years now under his administration.
“We face a greater challenge for the year 2013. We now have to outdo ourselves. We have to surpass our achievements in 2012. We have to raise the bar for ourselves. The benchmark we established in 2012 is no longer relevant,” Pamintuan added.
Vin d’honneur literally translates from French to “Wine of honor” and is akin to a prolonged social celebration after an official ceremony.
It traditionally takes place at the end of inaugurations, speeches, and ceremonies that marks the social life of the French provinces.
In the Philippine context, vin d’honneur is the annual New Year’s Reception hosted by the President of the Philippines as head of state, and by tradition, after the President plays host to Philippine officialdom and the diplomatic corps, other departments in turn host their own New Years’ receptions for their own officials and staff.
