San Fernando councilor nominated in TOCP
CITY OF SAN FERNANDO — Councilor Jimmy Lazatin has been nominated in the search for The Outstanding Councilors of the Philippines (TOCP).
Lazatin told Sun.Star Pampanga that he has officially been informed by TOCP proponents JCI Philippines and the Philippine Councilors’ League of the nomination, a crack to be with 10 best legislators, which comes after being nominated as one of the outstanding alumni of the University of the Assumption in this city.
Lazatin, who is aspiring to be the city’s next vice mayor, chairs the 4th City Council’s committees on good governance, ethics and education.
He has passed landmark ordinances on education and proposed such critical bills as the Anti-Epal law for local implementation.
In his last term as councilor and a lawmaker, he has stood his ground as one of the august body’s “fiscalizers” on legislative measures.
“I am very honored to be nominated in the prestigious search for the country’s 10 outstanding councilors. I take it more as a challenge to continue doing my best as a lawmaker and serving the people of San Fernando. Whether we make it to the finals or not, I humbly consider the nomination–together with that from the University of the Assumption–as honor and recognition of the work we have done and continue to do for our people and stakeholders,” Lazatin said.
The TOCP Awards is uniquely given for outstanding leadership and excellent contributions to local legislation, governance and the nation at large. Its primary aim is for the recognition of the outstanding achievement of the country’s councilors which have benefited significantly their constituents, the community and the nation.
Likewise, it will also inspire others, especially the youth, with the recognition to these achievements and/or leadership of the awardees-leaders who have demonstrated vigor and innovativeness in tackling the problems of society and offering solutions. Moreover, the said award will also challenge and inspire councilors to become development-oriented and to excel beyond the ordinary.
Recently, Senator Edgardo Angara signed a Memorandum of Agreement with the Junior Chamber International Philippines and the Philippine Councilors League, pledging P1.5 million each, or a total of P15 million, for the next batch of awardees of The Outstanding Councilors of the Philippines.
In 2006 during the incumbency of JCI Philippines national president Ismael P. Penado, conceived the idea that gives due recognition to Philippine councilors for their outstanding achievements and excellent deeds to their constituents. Realizing that it is important to bestow awards to our local legislators for their exceptional works and meritorious service in their respective community benefiting their constituents, it was at this point that he set an appointment for an exploratory talk with Mandaue City Councilor, lawyer Carlo Pontico R. Fortuna who is a former JCI Philippines 2005 general legal counsel, 2003 Comelec chairman and 2006 president of the JCI Mandaue who then at that time the incumbent national president of the Philippine Councilors’ League (PCL). Both these two distinguished gentlemen being a well seasoned JCI member agreed with the proposal to confer said award. It’s first MOA signing was held last August 24, 2006 in which Senator Edgardo J. Angara accepted to be the main sponsor.
The Outstanding Councilor of the Philippines (TOCP) Award will now become an annual undertaking of the JCI Philippines in partnership with the Philippine Councilors League. In its 1st year the Office of Senator Edgardo J. Angara has agreed to be the major sponsor of the project. The said award will join the two other flagship projects of JCI Philippines, namely The Outstanding Young Men (Toym) Award and The Outstanding Policemen of the Philippines (TOPP) Award where over the years, both awards have become institutions, having developed a reputation for its selectiveness of outstanding young men and the men in uniform upon whom the award is conferred.
For 48 years, Toym seeks to give recognition to young men and women whose selfless dedication to their profession or vocation has resulted in significant contributions to the welfare of their countrymen and our country at large, as well as to the advancement of their respective fields of endeavor. The awardees who have become light of the nation totaling 394 by now, is literally a Philippine “Who’s Who” in outstanding achievement in areas such as community service, the arts, literature, journalism, education law, politics, agriculture, science and technology, economics, banking, business, sports, government service, and other fields of endeavor. The TOPP has been successfully given for the last 39 years in recognition of the exceptional and outstanding achievements of our men and women in uniform rendered beyond the call of duty.
While this two other awards give recognition purely to humanitarian work, As agreed by the proponents the general criteria for the search will be based on the principles as stated in the Jaycee Creed and the JCI organization on its goal and mission “to contribute to the advancement of the global community by providing young persons with the opportunity to develop leadership skills, social responsibility and fellowship for a positive change.” This mission finds basis in the Jaycee Creed, which believes:
