Pineda vows to uphold Board’s independence

CITY OF SAN FERNANDO — Vice gubernatorial candidate Dennis Pineda assured Kapampangans that he would respect the independence of the Provincial Board and executive department in case he is given a mandate after 2013 midterm elections.
He said the presence of the Pinedas in two top Capitol posts — Governor Lilia Pineda as provincial chief executive and he as presiding officer of the provincial legislative body — will be for the greater interest of the Kapampangans, as they would continuously work for the improvement of the standard of living of the people.
“Sa Provincial Board naman po marami tayong kasamang mga board members. Kapag mayroon tayong gustong gawin ay kailangan ang pagsang-ayon ng lahat ng miyembro. Hindi naman po ang vice governor lamang ang nagdedesisyon,” he added.
The Provincial Board’s main function is to propose and enact legislative measures on various matters, all intended to provide quality services, programs and projects unique to the people in four districts in the province.
Board members are elected in every district to represent urgent needs of their constituents in the form of proposals presented before the Provincial Board.
While the vice governor merely acts as the presiding officer who is duty bound to facilitate smooth flow of activities inside the session hall involving legislative proposals.
Earlier, Pinedas’ critics claimed having Delta and Lilia in two top posts in the province would result to compromise of authorities and power between the Provincial Board and executive department which, according to the critics, would not work for the best interest of the Kapampangans.
