Pampanga honors Huk ‘supremo’
SAN LUIS, Pampanga – Luis Mangalus Taruc of this town, who lived a frugal life despite having a maximum of some 30,000 members of the Hukbong Bayan Laban sa Hapon (Hukbalahap) under his command from 1942 to 1954, was honoured by Pampanga local officials led by Gov. Lilia Pineda during the revolutionary leader’s 1st birth centenary on Friday.
Pineda, National Historical Commission of the Philippines (NHCP) commissioner Dr. Ferdinand Llanes, San Luis Mayor Venancio Macapagal, Board Member Fritzie David-Dizon, officers of the Holy Angel University’s Center for Kapampangan Studies (CKS) and relatives of Taruc officially unveiled the Luis Taruc Freedom Park in Barangay Sto. Tomas here.
The park, with an initial funding of P10 million from then Mayor Jay Sagum, was built in honor of Taruc who was from Barangay Sta. Monica here.
In her speech, Pineda said “the family of Ka Luis Taruc must be proud of his heroics because he is not just popular in Pampanga but in the entire country.”
Pineda, who vowed to prioritize agriculture in 2013, lauded Taruc for fighting for the rights and welfare of farmers in Pampanga and other provinces in Central Luzon.
“Ka Luis may not be too happy because up to now his dream to uplift the lives of farmers was not yet achieved,” said Pineda in the dialect. “I salute him for his solid principle and love for farmers.”
Pineda said the efforts of the Department of Agriculture (DA) and the Department of Agrarian (DAR) should be aided by the support of the provincial and local governments to sustain the programs beneficial to the some 33,000 farmers in Pampanga.
Former Angeles City Councilor Dr. Romeo Taruc, only child of the Hukbalahap leader, attended the ceremony for his father who died of heart attack at the age of 91 years old in 2005.
Dr. Taruc said his father “practically left no wealth for us.”
“My father spent for the education of my four children,” said Taruc, who was accompanied by Angeles City Acting Mayor Vicky Vega-Cabigting.
Dr. Taruc said the last message of his father to him “was continue serving the people.” The son became a four-time city councilor.
Robbie Tantingco, CKS director, said “not everyone may know that Taruc lived a frugal life despite his power then.”
Tantingco said Taruc had a “true love” from Pampanga but they didn’t end up together. He later married Feliciana Bernabe of San Miguel Bulacan who died when Dr. Taruc was two years old.
Dr. Taruc said the last message of his father to him “was continue serving the people.” The son became a four-time city councilor.
In his speech, Dr. Taruc said “Pampanga, Central and even parts of Laguna” were already free from the Japanese soldiers when the American troops arrived due to the efforts of Taruc and his men.
Llanes, who was invited by CFK consultant Lord Francis Musni in the celebration, said “Taruc was not too intelligent like the other communist leaders but he came from the ranks of the farmers, which is important.”
Llanes said “Taruc was a significant part of history but sometimes it’s forgotten.”
Mayor Macapagal said they will put a museum in the park with the assistance of the CFS and the Pampanga government.
For his part, Musni said “Taruc was a typical Kapampangan who dressed well.” He was a tailor who made “katya (loose polo shirt).”
Musni said when someone told Taruc his polo shirt was nice, he would give it to the person who made the compliment.
Musni said Taruc had asked no favour from presidents of the country, including the late former President Ferdinand Marcos who freed him after being in jail for 18 years.
After he helped the Americans defeat the Japanese during World War II, Taruc went underground in 1946 following the failed negotiations with then President Manuel Roxas. The succeeding negotiations with then President Elpidio Quirino also failed, paving the way for the creation of the Hukbong Mapagpalaya ng Bayan (HMB).
Taruc was apparently disappointed with governments after World War II because the top leaders had not prioritized the welfare of farmers and farm workers. It was the land lords that had benefited from the programs, actions and laws of the national governments.
