Comelec shuns PCOS for barangay elections

CLARK FREEPORT–A Commission on Elections (Comelec) provincial official on Tuesday announced that the country will use the manual system during the barangay polls come October 28 because of insufficient funds.

This was bared by Comelec provincial director Atty. Lydia Pangilinan in a meeting with 505 barangay chairmen in the province the other day.
Pangilinan said instead of using precinct count optical scan (PCOS) machine, they will count the votes manually using tradional tally sheets.

With this, Pangilinan urged the new voters, transferees and to those who are delisted from the Comelec list to register to the nearest municipal Comelec office on July 22 to 31.

She said the start of barangay election period will be on September 28 to November 12.
The filing of certificate of candidacy (CoC) is set on October 15-17.

The Comelec, Pangilinan said, has set gun ban on October 27 and prohibits offering of free transportation to voters on the same date until the election day.

Comelec Resolution 9716 promulgated last June 18, 2013, provides the rules and regulations on the resumption of the system of continuing registration of voters for the October 28, 2013 barangay elections, any Filipino citizen, at least 18 years of age on or before the scheduled election, a resident of the Philippines for at least one year and in the place wherein he proposes to vote for at least six months before the election, and who was not otherwise disqualified by law, can register as voter.

A former registered voter who was delisted or not in the voters’ list of Comelec or any registered voter who has transferred residence to another city/municipality, at least six months before the October 28, 2013 Barangay Elections, may apply for registration or for transfer of his registration record by personally appearing before the Election Officer of his new residence.

In addition, any registered voter whose name has been changed by reason of marriage or court order or by order of the Civil Registrar or Consul general may also file an application for change of name by personally accomplishing three copies of the prescribed application form, which is available at the office of election officer (free of charge) or may be downloaded from the Comelec’s website at www.comelec.gov.ph. • Marna Dagumboy-del Rosario
