Nobody said city bankrupt –EdSa
CITY OF SAN FERNANDO–Mayor Edwin Santiago said yesterday that no city government official or employee said that the city is bankrupt.
This, after rumors spread that the previous city administration has left the city’s coffers empty.
In a press conference, Santiago said that the P447 million that Pampanga Third District Rep. Oscar Rodriguez claimed he left in the coffers are safe-kept as trust fund, intended for various programs of the city government.
Santiago explained that there is a projected P1.2-billion budget for the general fund, and that upon assuming his post last June 30, the city treasurer assured him of collecting some P980 million, including from the city’s internal revenue allotment (IRA).
He said of the P980 million, P660 million–or two-thirds–of the general fund have already been obligated by the previous administration for various programs such as infrastructure and social services, among others.
The remaining P320 million are yet to be collected until December.
“No one from the city government, even from the employees, said that the city is bankrupt because this will project on my administration. But, as of June, some P660 million has already been obligated, meaning nagastos na,” the mayor said.
Santiago added bankruptcy could only be determined by the end of the year and it is too early to tell such an observation that could affect each Fernandino.
“What I assumed is my responsibility to govern the city and promote the welfare of Fernandinos and that other observations were given by the other agencies and not by the city government,” he explained.
The mayor added that in order to run the affairs of the city government according to lawful budget, he implemented austerity measures by halting unnecessary programs and giving priority to public safety, benefits of the employees and Sagip Ilog project, among others.
Rodriguez, for his part, pledged P3 million assistance for the city government.
Earlier, Rodriguez told mediamen he did not leave a bankrupt local government unit, explaining that, as of June 30, the city had P447 million in the bank.
Councilor Lito Ocampo, chairman of the City Council Committee on Good Government, Ethics and Public Accountability, is now leading an “inquiry in aid of legislation” on the city’s financial status.
Rodriguez also disclosed earlier that the city could not have been bankrupt, considering the amount of income realized, income yet to be realized, plus IRA which total to at least P1 billion. ●Marna Dagumboy-del Rosario.
