PRC medicine board rejects ‘periodic’ tests for doctors
AN OFFICIAL of the Professional Regulation Commission (PRC) opposed the proposal to have a periodic testing for medical practitioners in order to gauge their competence amid the changing medical practices.
In an interview at the sidelines of the Interscholastic Medical Debate Competition (IMDC) in the University of the Philippines (UP) Manila, Board of Medicine Chairman Dr. Jose Cueto said they do not believe that resorting to a periodic testing is the best way to gauge the competitiveness of the doctors.
“There is obviously a need for evaluation but not necessarily an examination because in an examination, you may be able to answer that correctly but sa amin, what we need to do is protect the patients more,” said Cueto.
He said it would be better if the evaluation will just be through practice evaluation, which means medical doctors will be evaluated based on how they actually perform in their clinics or hospitals.
“If you listen to the Continuing Medical Education (CME) sessions, how can we know if you learn something? The best way is still through practice-based. Meaning, six months after you attended the CME session, we will evaluate how you are practicing. Has there been a change? Example, what is the latest management of a certain disease based on what you got from the session, when you go back to your place, can you apply what you learned from the CME? If you are not applying the CME, what’s the use of the CME?” Cueto said.
To note, medical practitioners licensed by the PRC are required to attend CMEs organized by different organizations in a bid to update the medical practices as suggested by newly established medical standards.
CMEs are normally organized annually or semi-annually by the different medical associations or organizations.
The suggestion for periodic examinations for medical practitioners was one of the points raised during the IMDC organized by the UP College of Medicine and the Philippine Health Insurance Corporation (PhilHealth).
The suggestion opined that there is a need for the periodic examinations in order to gauge whether medical doctors really use their CMEs to update themselves of medical practice or not.
Cueto admitted there are indeed some medical practitioners that don’t really attend the learning sessions despite registering for them.
“Many practitioners are registering then going out and just getting their certificates of attendance. We will have to address what learning they have acquired from the sessions. Because this is supposed to be continuing medical education. This is supposed to be updating your knowledge and skills,” said Cueto.
Meanwhile, UP College of Medicine Social Medicine Unit Chairman Dr. Alvin Caballes said they organized the inter-school debate in order to highlight the need for more socially conscious medical doctors in the country.
“We want to have a new generation of doctors that are not just good in issuing prescription to patients,” said Caballes in a separate interview.
Among the participants in the one-day event held at the Buenafe Auditorium are the Ateneo School of Medicine and Public Health, Emilio Aquinaldo College School of Medicine, University of Perpetual Health Rizal Jonelta Foundation School of Medicine, and UP Manila College of Medicine.
