Labor department commits 100% inspection of construction activities

CITY OF SAN FERNANDO – Department of Labor and Employment (Dole) Secretary Rosalinda Dimpalis-Baldoz said Wednesday the Dole regional office, through Regional Director Raymundo Agravante, has committed to inspect all construction sites and monitor all construction activities in the region starting this week.
Labor communications officer Jerry Borja said in statements sent to Sun.Star Pampanga that in a memorandum to the Secretary, Agravante has started to forge agreements with cities and provinces in the region about the strict implementation of Department of Public Works and Highways (DPWH) Memorandum Circular No. 2, which requires all local building officials to submit a Construction Safety and Health Program (CSHP) provided for under the Guidelines Governing Occupational Safety and Health in the Construction Industry, or DO No. 13 Series of 1998.
Agravante said the memorandum circular is an offshoot of the inter-agency Memorandum of Agreement and Joint Administrative Order (MOA-JAO) on Construction Safety spearheaded by the Dole pursuant to DO No. 13.
The MOA-JAO was forged by the DPWH, Department of Interior and Local Government, Department of Trade and Industry, and the Dole and its two attached agencies, the Bureau of Working Conditions (BWC) and the Professional Regulation Commission.
“As part of our commitment to work towards an ‘accident-free’ construction industry in the region, we will conduct continuing orientation and education for all provincial field office heads and technical directors on occupational safety and health standards and relevant issuances, including department orders and memorandum circulars,” Borja quoted Agravante as saying.
“We will even conduct site visits for knowledge and skills enhancement on safety and health in coordination with the BWC and the Occupational Safety and Health Center,” Agravante added.
He said a priority will be accorded to the conduct of Basic Orientation on Safety and Health for workers, foremen, supervisors, and management of all construction companies before the approval of their CSHP.
The regional labor official also explained that part of the efforts of the regional office to achieve an “accident-free” construction industry is to strengthen partnerships with the CLOSHNET or the Central Luzon Occupational Safety and Health Network, an organization of safety and health experts and practitioners, in monitoring safety and health programs not only in construction but also in other industries.
According to Agravante, the regional office is already engaged in an advocacy campaign in various media on the rights of workers in the construction industry, particularly on safety and health in workplaces. (Jovi T. De Leon)
