Reform SK, JV Challenges Youth
SUBIC BAY FREEPORT, Philippines — “Reform the SK now.” This was the statement made by San Juan City Rep. Joseph Victor “JV” Ejercito during the 2nd Sangguniang Kabataan (SK) Central Luzon Youth Summit held at the Traveller’s Hotel inside this premier Freeport.
Ejercito said the clamor of the majority of congressmen for the SK’s total abolition is growing strong, adding that the youth’s voice in local governance is currently under grave threat.
“We need to give our youth a chance by reforming the SK,” the former youth leader said.
“The current SK system is admittedly flawed but I believe there is a strong chance to improve it. Both the SK National Federation and lawmakers cannot fight for the existing law, that’s why the SK Reformation bill should be really ensured to be logical, sound, and would resolve the deeply entrenched problems within the SK system,” Ejercito said.
He propositions included in the SK Reformation bill are: age bracket adjustment of youth leaders, from 15-17 years old, leaders should be 18-24 years old; abolition of SK at the regional level; authorizing fiscal autonomy to the SK so as not to beholden them with partisan activities of local authorities; depoliticizing the SK by introducing a provision that would bar candidates with 3rd degree relations, by consanguinity or affinity, with incumbent SK leaders and government officials; mandatory trainings for new SK leaders in order to familiarize them with their functions and responsibilities; settling overlapping functions of the SK and National Youth Council officials; and sanctioning the SK to come up with concrete platforms of government and significant community projects.
“This fight for SK reformation is far from over with the filing of a house measure. We expect more storms to come with its series of hearings in the House of Representatives,” Ejercito said.
He added that both the SK and Congress should continue to stand by the Filipino youth in banking upon its power in nation building, and active participation in local governance.
