Torture raps filed vs GMA, Ibrado

PAMPANGA — CRIMINAL charges were filed before the Department of Justice against detained former President and now Rep. Gloria Macapagal-Arroyo of Pampanga province for allegedly committing torture and human rights violations.

The charges were filed by members of the so-called “Morong 43,” who claimed that the former leader violated Republic Act (RA) No. 9745 otherwise known as the Anti-torture Act of 2009.
