P1-B utang ng kapitolyo itinanggi, pagkaantala ng pagbabayad inamin

MALOLOS CITY—Itinangging pamahalaang panlalawigan ng Bulacan na naka-baon ito sa P1-bilyong utang sa mga suppliers nito.

Ngunit inamin ng mga opisyal na may mga pagkakataon na naaantala ang pagbabayad nila katulad nitong buwan ng Mayo.

Ito ay dahil mas inuna nilang ipagkaloob ang mga benepisyo ng mga kawani bilang paghahanda sa pagpasok sa paaralan ng mga anak ng kawani sa unang linggo ng Hunyo.

Kaugnay nito, tiniyak ng kapitolyo na mababayaran nila ang mga supplier ngayong Hunyo dahil ang 80 porsyento ng kanilang internal revenue allotment (IRA) ay darating sa Hunyo 8.

Ayon kay Marina Flores, ang provincial budget officer ng kapitolyo, imposibleng magkautang ng P1 bilyon ang pamahalaang panlalawigan sa mga suppliers nito.

Sa esklusibong panayam, ipinaliwanag niya na katulad ng iba pang pamahalaang lokal, ang kapitolyo ay nagpapatupad ng cash programming sa pananalapi nito.

“May mga pagkakataon na talagang naghihintay ang mga suppliers dahil naghihintay din kami ng fund allotment,” ani Flores.

Inihalimbawa niya ang buwan ng Mayo kung kailan ay mas binigyang prayoridad ng kapitolyo ang pagbibigay ng mid-year bonus, clothing allowance at productivity incentive sa mga kawani.

Ito, ayon kay Flores, ay isang pagahahanda sa nalalapit na pasukan sa eskwela ng mga anak ng mga kawani ng kapitolyo.

Inayunan din ito ni Gob. Wilhelmino Alvarado na nagasabing mababayaran nila ngayong Hunyo ang kakulangang utang sa mga suppliers.

Ayon kay Alvarado, “hindi kami nakakalimot sa utang namin, lagi kaming nagbabayad, pati yung iniwang utang ng dating administrasyon ay aming binayaran.”

Batay sa pahayag ng gobernador, milyon-milyong piso ang naiwang utang ng administrasyon ni dating Gob. Joselito Mendoza.

Ayon kina Alvarado at Flores, ang pagkaantala ng pagbabayad sa utang sa suppliers ay matutukoy sa mg pinuno ng ibat-ibang departamento ng kapitolyo.

Nilinaw nila na ang bawat departamento ay may nakalaang pondo para sa bawat proyekto at programang isinasagawa.

“Kung minsan, sa dami ng trabaho ng mga department heads hindi naaasikaso yung documentation ng sa mga gastos kaya naaantala ang pagbabayad sa mga suppliers,” ani Flores.

Noong Linggo, Mayo 27, ipinahayag ng Balikatan Peoples Alliance Bulacan (BPAB) na nakatanggap sila ng ulat mula sa mga supplier ng gamot sa kapitolyo na ilan sa mga kontraktor ay tumigil na dahil sa umabot na sa P1bilyon ang utang ng kapitolyo na hindi nababayaran.

Ayon kay Arsenio Antiporda, tagapangulo ng BPAB, ilan sa mga suppliers ay tumigil nang maghatid ng gamot sa Bulacan Provincial Hospital sa Malolos, Rogaciano Mercado Memorial Hospital sa Sta. Maria, Baliuag District Hospital, San Miguel District Hospital, Emilio Perez District Hospital sa Hagonoy, Calumpit District Hospital at Gregorio District Hospital sa Bulakan.

Ang di nababayarang supplier ayon kay Antiporda ay ang GGK Pharma Distributors, SanVen Medical Enterprises at United Diagnostic.

Binanggit din niya ang ilang mga kontraktor sa kapitolyo na hindi pa rin nababayaran, ngunit walang binanggit na halaga ng pagkakautang ng kapitolyo sa mga kontraktor si Antiporda.
