PGKM renews call for Roxas to resign ‘Hanggang Mr.Palengke lang’
ANGELES CITY – The advocacy group Pinoy Gumising Ka Movement here has intensified its call for the resignation of Transportation and Communications Secretary Mar Roxas.
This came in the wake of the DOTC directive to local airlines to reduce their flights by 30 percent starting July to decongest the Ninoy Aquino International Airport (NAIA).
“If Roxas cannot find a solution to a simple problem, he has no right to sit as a Cabinet member. If he is not fit to run the DOTC then he is, likewise, unqualified to run for senator, less so for president of the Philippines,” said Ruperto Cruz, PGKM chair.
“Reducing the number of flights will impact negatively on the economy, especially in the government’s tourism efforts,” Cruz explained.
“It ran against the express goal of the government, as articulated by the Department of Tourism, to bring in as much as 10 million tourists by 2016.”
“The solution to the NAIA congestion is not flight reduction, it is the Clark airport,” he added.
Cruz said that moving “certain flights” to the Clark International Airport will “greatly ease the congestion at the NAIA, traffic at EDSA, and convenience air travellers coming from and going to Central and Northern Luzon and even Quezon City and the Caloocan-Malabon-Navotas-Valenzuela areas where it takes a longer time to go to NAIA than to Clark.”
Cruz added that diverting domestic and international flights to Clark has become “so routine that airlines would not be hard pressed to make transfer adjustments.”
“Last New Year’s Day, a number of flights were diverted from NAIA to Clark because of the heavy smog that enveloped the metropolis, when the NAIA radar conked out, in times of typhoons, Clark readily serves as the go-to airport,” Cruz said.
No time for Clark
Cruz lamented that Roxas’ article, “Decongesting Manila’s Airport,” which was published by the Philippine Daily Inquirer over the weekend, did not mention of any timetable in developing the Clark International Airport.
“Roxas kept it open ended, paying purely lip service with no intent to back it with any concrete action,” Cruz said.
Cruz commented that Roxas’ projections for NAIA in his article were “not doable, with the airport constricted by small space.”
“A waste of money too,” Cruz said of the P600 million the DOTC approved for the construction of two rapid exit taxiways within NAIA which Roxas said would improve air traffic.
“You can pour in all the money to NAIA but the problem of congestion would even aggravate. This is a problem of space, of which NAIA is in severe shortage,” Cruz said.
The P600 million, according to Cruz, “will go a long way in the improvement of the Clark airport terminal.
To facilitate access between Clark and Metro Manila, it had long been proposed by former Nueva Ecija Rep. Renato Diaz, then-presidential adviser for Northern Philippines, to establish Clark-dedicated bus terminals at the Trinoma mall Quezon City and Greenbelt in Makati.
Bus terminals serving airports are established in Japan, Taipei, Hong Kong, and many other countries.
“It is lamentable that Roxas fails to see all these potentials, leading many here to believe that the NAIA and Clark issues are way above the reach of his intellect,” said Cruz.
“Or he could be playing the hand of influential people in Imperial Manila conspiring to derail any development at the Clark International Airport, if only to pump prime his presidential ambitions.”

Meanwhile, a group of supporters of President Aquino calling itself K-Pnoy (Kabalen kang Pnoy) said Roxas “is the biggest factor pulling down the approval ratings of the President.”
In an interview with Punto!, one “J. Rizal Carpio” who introduced himself as the group spokesperson said “by reducing local at the NAIA, Roxas has not endeared himself to all air-travelling Filipinos, by the undevelopment of Clark Roxas has enraged the people living north of Manila, in the process, it is our beloved President PNoy who suffers.”
“Hanggang Mr. Palengke lang pala si Roxas,” Carpio said, immediately correcting himself: “Kahit nga pala sa palengke palpak pa rin si Roxas dahil hindi naman niya naibaba ang presyo ng mga bilihin.”
