Lawmaker on September school opening: Remember Ondoy?

MANILA — A party-list legislator opposed renewed calls to transfer the opening of the school year to September citing storms Ondoy and Pepeng, which generated the most destructive floods in the National Capital Region and north Luzon in 2009.

Kabataan party-list Representative Raymond Palatino said there must be a more compelling reason to move the opening of classes from June to September other than the frequent rains and floods that occur in the months of June, July, and August.

Typhoons Ondoy and Pepeng in September 2009 resulted in the death of almost 1,000 people.

“The September class opening will not solve anything. Students will still be inconvenienced by floods and classes will still be disrupted by freak storms and rains. And since there will be classes during the hot summer period, the learning ability of students in cramped and overcrowded classrooms will suffer too,” he said.

Senator Franklin Drilon earlier urged his colleagues to study his measure transferring the opening of the school year as he expressed concerns about the safety of the school children who choose to attend classes despite heavy rains and typhoons.

Drilon also noted that the months of June, July and August are peak months for devastating typhoons in the country. He expects that school suspensions will be more prevalent in the coming months.

He said if his proposal is passed, students and parents will be spared from the inconvenience and hazards of numerous typhoons entering the Philippines.

Palatino said the Department of Education (DepEd) should instead identify flood-prone schools and then draft a plan on how to minimize the negative impact of floods.

“The best measure to protect students in flood-prone and disaster-prone areas is to adopt and implement an efficient disaster management mechanism. Level up the flood-prevention measures. Expand and seriously implement the disaster preparedness plan. Strengthen the infrastructure to prevent disasters,” the party-list lawmaker said.
