Paglubog ng lupa sa baybaying dagat matutugunan ng water project

HAGONOY, Bulacan—Muling nakadama ng ginhawa sa pagbibiyahe ang mga residente ng bayang ito na matatagpuan sa baybaying dagat ng lalawigan.

Ito ay dahil sa pagbubukas ng kalsada sa Barangay Sto. Nino na itinaaas ng halos isang metro, na naging sanhi ng putol-putol na daloy ng trapiko mula Hunyo hanggang ikalawang linggo ng Hulyo.

Katulad sa mga bayan ng Obando at Bulakan, ang pagtataas ng kalsada sa bayang ito ay ang pangunahing tugon ng pamahalaan sa paglubog sa high tide. Ito ay upang matiyak ang daloy ng trapiko na napipigil ng malalaim na high tide partikular sa mabababang kalsada.

Para sa mga dalubhasa, ang paglubog ng mga bayan sa baybaying dagat ng Bulacan sa high tide ay bunga ng magkakakabit na problemang hatid ng climate change, paglobo ng populasyon at paglubog ng lupa o land subsidence.

Ngunit para kay Gob. Wilhelmino Alvarado, ang land subsidence sa mga baybaying bayan sa lalawigan ay matutugunan ng Bulacan Bulk Water Project (Bulacan Bulk).

Ito ay dahil sa hindi masyadong aasa ang mga water district sa undegroundwater o tubig sa ilalim ng lupa na kanilang pinadadaloy sa bawat tahanan.

“Pag natuloy ang Bulacan Bulk, hindi na tayo aasa sa undergroundwater, pakikinabangan na natin ang surface water natin sa Angat Dam,” ani Alvarado sa kanyang lingguhang palatuntunan sa DWSS Radio na isinahimpapawid noong Sabado.

Sinabi pa niya na kapag sa Bulacan Bulk na kumukuha ng tubig na pinadadaloy ang mga water district, higit na mapagyayaman ang underground water sa lalawigan.

Iginiit pa niya na mababawasan na rin ang paglubog ng lupa sa baybaying dagat.

Inayunan din ito ni Mayor Christian Natividad ng Lungsod ng Malolos.

Sa mas naunang pahayag, sinabi ni Natividad na ang Bulacan Bulk ang isa sa mga kasagutan sa problema ng land subsidence sa mga bayan sa baybayin ng Bulacan, kabilang na ang Malolos.

Batay sa mga mas naunang pahayag ng mga dalubhasa, ang mabilis na paglubog ng lupa sa mga baybaying dagat ay sanhi ng pagkalusaw ng niyebe sa malalamig na bansa, sanhi ng global warning.

Ang pagkalusaw ng mga niyebe ay nagdudulot ng pagtaas ng high tide na nagpapalubog sa mga baybaying dagat.

Ayon kay Dra. Laura David ng Marine Science Institute ng University of the Philippines (UP-MSI), ang mga baybaying dagat ay lumubog ng isa hanggang dalawang milimetro bawat taon sanhi ng high tide.

Binigyang diin pa niya ang paglubog na ito ay high tide ay nadadagdagan pa ng paglubog ng lupa o land subsidence.

“Aggravated ng land subsidence ang paglubog sa sea water rise ng mga coastal areas,” aniya.

Iginiit pa ng dalubhasa na isa sa dahilan ng land subsidence ay ang over water extraction o sobrang paghigop ng tubig sa ilalim ng lupa na pinadadaloy ng mga water district sa mga tahanan.

Ang over water extraction naman ay sanhi ng patuloy na paglobo ng populasyon na nangangailangan ng mas maraming tubig bawat araw.

Inihalimbawa niya ang pag-aaral na isinagawa sa Manila South Harbor.

Batay sa resulta ng pag-aaral, ang nasabing lugar ay lumulubog ng dalawang milimitero bawat taon mula 1902 hanggang 1980.

Ngunit paglampas ng 1980, ang dalawang milimetrong paglubog bawat taon ay umangat ng halos 10 beses.

Ito ay dahil sa over water extraction.

Batay sa tala, ang tubig na hinuhugot sa ilalim ng lupa ng Manila South Harbor ay nasa 20 milion liters per day noong 1920.

Ngunit pagdating ng 1980, ito ay umangat sa 250 milion liters per day; at bago matapos ang dekada 80, ito ay umangat pa sa 778 milion liters per day.

Noong 1990, iniulat ng Japan International Cooperation Agency na umangat pa sa 989 million liters per day ang water extraction sa Manila South Harbor.

Batay sa ulat ng UP-MSI, ang baybaying dagat ng Maynila na nasasakop ng mga Lungsod ng Caloocan, Malabon, Navotas at Valenzuela (Camanava) ay lumubog ng 2.7 hanggang 9.1 sentimetro bawat taon sa pagitan ng 1991 hanggang 2002 dahil sa excessive ground water usage.
