Wong unfazed by Bondoc-Dalisay merger
SAN SIMON — Incumbent Mayor Leonora Capule-Wong felt not threatened by the reported joining of forces of her political rivals, former mayor Manuel Bondoc and Doming and Baby Dalisay.
In an interview with Sun.Star Pampanga on Wednesday, Wong described the “partnership” of Bondoc and the Dalisays as “a futile effort to muster their few remaining forces.”

“It’s no cause for alarm, as I anticipated it from the very beginning after they both lost in the May 2010 elections. Siyempre magsasama sila kasi pareho ko silang tinalo. Besides, no incumbent political figure ang nagpunta sa meeting nila, meaning ang mga incumbent leaders ay kasama ko na,” Wong said.
The lady mayor added that she is not bothered because she has already gained the support of the incumbent vice mayor, eight councilors that include the Liga ng mga Barangay president and Sangguniang Kabataan (SK) president, all of the 14 barangay chairmen, kagawads and various multi-sectoral groups here.
She also said that her political adviser and strategist, former three-term mayor Rodrigo Canlas, has informed her that former mayors and families of the late mayors in their town have already pledged to support her re-election bid.
“Aside from former mayors Digos and Azor Sitchon, I have also gained the support of the families and followers of the late former mayors Lamberto Punzalan, Ruben Dagdag, Jose Yabut, and Gaudencio Pineda,” Wong said.
Under Wong’s administration, the local government unit here was recently awarded the “Seal of Good House Keeping” by the late Local Government Secretary Jessie Robredo for its transparency and accountability.
“Dito sa San Simon, walang corrupt at bawal ang tamad, kaya nga kinomputerize ko ang treasury para accounted lahat ng pumapasok na revenue sa bayan, which means walang compromise, walang red tape at walang under the table,” Wong said.
“Everything is computerized, so the payments are fixed. Kaya transparent ang lahat ng mga transactions sa munisipyo because the LGU practices good and effective governance always,” Wong added.
Wong also brushed off claims of Bondoc of “high taxes,” saying she is just implementing the municipal tax Revenue Code of 2008.
“It’s because of my strong political will that I am bound to implement the existing tax revenue code of the municipality without fear as I am fully aware that this move is unpopular, but in the end this will result in better tax revenue to be infused on programs and infrastructure projects for Simonians,” she said.
“Being a three-term mayor, Bondoc should know about taxation. It is the lifeblood of the nation. Without revenue raised from taxation, the government will not survive, without tax the government would be paralyzed,” Wong said.
The lady mayor said Bondoc and her opponents should study the objectives and purposes of taxation.
“At napatunayan na yan sa San Simon with our scholarship programs, massive employment, swine breeding, loan and financial assistance to vendors and farmers, fishing gear to fisherfolk, medical assistance and financial assistance to indigent Simonians, technical skills development program for out of school youth and empowering men and women through training and workshops. All these were made possible because of the taxes collected,” Wong explained.
“If his (Bondoc) propaganda is not to collect taxes, it means that babagsak niya ang ekonomiya ng San Simon. He should read the Local Government Code. Increasing local revenue is needed as answers to the Socio Economic Development of a town/city and is aligned with the Millennium Development Goal of the National Government,” Wong clarified.
She said that during the term of Bondoc, the budget of the town was only P18 million, but in her first term, this second class municipality already has a P106-million budget.
The lady chief executive also said that small businesses like “sari-sari” stores are not paying any taxes to the local government unit but instead, pay their permits to the barangay where their business is located.
Wong’s team in the coming May 2013 elections include incumbent Vice Mayor Honorato Almario, reelectionist Councilor Nikki Marcelo, Councilor Jorge Carino, Councilor Urbano Carino, Councilor Mel Tayag, three-term barangay chairman Teddy Hilario, Beda Pineda, the son of the late mayor Gaudencio Pineda, businessman and innovator Dan Malonzo and Ann Canlas, the daughter in law of former mayor Digos Canlas.
