Keppel Subic Shipyard builds offshore platform

SUBIC FREEPORT–Keppel Subic Shipyard on Friday marked the start of construction works on a Depletion Compression Platform (DCP) for its customer Shell Philippines Exploration B.V. (SPEX) with a strike steel ceremony.
Energy Undersecretary Josefina Patricia Asirit initiated the cutting of the first steel plate to be used for the DCP that is part of the third phase of Malampaya Deep Water Gas-to-Power project.
In a statement, Keppel Offshore and Marine Chief Executive Officer Tong Chong Heong said: “We are greatly honored to have Energy Undersecretary Asirit to mark the construction milestone of this DCP with us. Her presence is an encouragement to all of us as we work together with our stakeholders on this significant Philippine project. Keppel is very happy to be entrusted with building the first such platform to be fully made in this country.”
Heong added, “With the strong support from national and local government and good teamwork between us and SPEX as well as their joint venture partners, we are confident that this undertaking will progress safely and promptly.”
For his part, Keppel Subic Shipyard President Leong Kok Weng noted “We are working as one team with SPEX towards our common goal of successfully completing the DCP. To ensure safe and efficient
operations, we have been expanding our facilities and increasing our workforce. We are pleased to enter the construction phase of the DCP and will continue to work hard towards delivery.”
Malampaya Deep Water Gas-to-Power project is one of the largest and most significant endeavors in history heralding the birth of the natural gas industry in the country.
It is spearheaded by Department of Energy (DOE) and developed and operated by SPEX in behalf of joint venture partners Chevron Malampaya LLC and Philippine National Oil Company-Exploration Corporation under Service Contract No.38 (SC 38).
Natural gas from Malampaya fuels three stations with a combined capacity of 2,700 megawatts that contributes to 40 to 45 percent of Luzon’s power generation requirements, reduce oil imports, and provide a cleaner source of energy.
In order to maintain the level of production and maximize recovery of natural gas from the Malampaya reservoir, DOE and SC 38 consortium are venturing on the next phases of development.
The strike steel ceremony is a tradition in offshore industry to mark the start of construction.
President Benigno Aquino III was not able to grace the occasion as he is overseeing rescue and relief operations in Mindanao provinces that were stricken by typhoon Pablo.
DCP will be deployed next to an existing shallow water production platform at the Malampaya gas field in Palawan.
Keppel Subic Shipyard is responsible for the fabrication of the entire DCP including integration of topside modules and production of Link Bridge between it and the shallow water platform.
DCP is designed to maintain the current availability and deliverability of natural gas from the field through regulating gas export pressure and flow rates.
It consists of gas compression facilities mounted on a barge deck that is supported by four tubular legs on base footings.
