Policemen cum robbers
Three policemen were charged for their alleged involvement in a robbery/hold-up incident a few days ago in Masantol town in Pampanga.
Involved was a police captain, and his two privates to complete the casts.

Identified as the culprits were Senior Inspector Renato Tabilisma and Police Officers 1 Dan Lee Mamangun and Mark Ryan Manalo. Tabilisma, the junior officer, might have been teaching his fellow policemen to start it wrong while still young in the police service. He should have been a role model to other men in uniform being a holder of a junior officer rank. Ironically, he was the mastermind of the crime, as pointed out by one of his cohorts.

The victim was Juvelyn David, a project officer of the “Talete King Panyulung”, a Kapampangan non-government organization that helps small entrepreneurs through micro-financing, in starting their small businesses. The thick-faced cops took away P80,000 collections from David before they fled on board a motorcycle. It seems that it’s hard to know today as to who are the cops and who are the robbers as they both use motorcycles in the perpetration of crimes.

Perhaps by sheer stupidity or just by raucous recklessness that one of the policemen cum robbers dropped his mobile phone when he drew out his sidearm that gave away their identities. The enlisted men sang a distorted tune and revealed the mastermind as Tabilisma, along with a John Doe as the tipster/lookout.

It’s quite ironic that those whom we expect to “serve and protect” us, are the ones who are involved in crimes such as the said robbery incident by holding up a hapless civilian. The amount they carted away was hard-earned, coming from the labor of small entrepreneurs who wanted to, somehow, earn the clean and honest way.

As of this writing, the policemen involved in the crime were put under restrictions despite being already charged before the Provincial Prosecutor’s Office for inquest proceedings. Perhaps, if only they were civilians charged with the crime, they are now languishing in jail and not merely put under restrictions.

Tabilisma, who was assigned as the Deputy Chief of Masantol, is now under the custody of the Pampanga Police Provincial Office while the two, at the Masantol and Sta. Ana, Pampanga Police Stations, pending the investigation of the Pampanga Police Investigation Division.

I wonder what will be the outcome of the investigation on an incident involving policemen that is investigated by fellow policemen with those involved now under the custody of their colleagues in the uniformed service. You might wanna guess the next chapter of the story.

Instead of the restrictions, they should have been kept under detention since the prosecutor handling their case saw probable cause during their inquest, for the filing of a case against them, which is perhaps the difference between a civilian suspect and uniformed ones.

Just recently, Transparency International (TI), an international, independent organization that conducts studies and surveys, tagged the Philippine National Police as the most corrupt government agency in the Philippines. Well, the three suspects possibly wanted to change such findings of the TI that, instead of being treated as the most corrupt, the organization be typecast as with the most number of criminals within their ranks.

Erring policemen have no place within the police organization. It saddens me when I hear men in uniforms getting involved in crimes. These bad eggs affect the whole police hierarchy that leads to the distrust of the citizenry on our policemen.
