WHAT is the magic behind the career of Franklin M. Drilon? He is one of us. He feels what we feel. He senses our needs. He is honest and reliable. He can be trusted. He comes from the midst of the middle class.
Frank is a product of public schools. He finished both his elementary and secondary education in the public schools of Iloilo. He took up his Bachelor of Arts and Bachelor of Laws at the University of the Philippines in Diliman. He was a Student Councilor and Associate Editor of the Philippine Collegian thereat. As a testament to his brilliance, he was one of the topnotchers of Bar Examinations in 1969.
Immediately, he embarked on an extensive practice of law. He joined the prestigious Sycip, Salazar, Luna, Manalo, and Feliciano Law Office.
In 1974, he started his career at Angara, Abello, Concepcion, Regala and Cruz Law Office. A year after, he became a partner of the said firm. In 1981, he became the co-managing partner. In 1986, he was elected as managing partner.
When public service beckons, he had no ifs and buts. He loves his country that much that he left his lucrative practice to be the Deputy Minister of Labor and Employment.
His career is unparalleled. He rose to become the Secretary of Labor in 1987. He was responsible for the industrial peace that reigned in 1987 up to the 1990’s. In 1990, he was transferred to the Ministry of Justice.
Thereafter, because of the abrupt resignation of Executive Secretary, Oca Orbos — someone as steady as a rock; as brilliant as Solomon had to be appointed by former President Corazon Aquino. Frank became the little President.
He waited for some time before he ran for the Senate. The people embraced him. On April 12,2000, Frank succeeded Blas Ople as the President of the Senate.
Then and now, while Frank is a member of the majority party, he said: “The Independence of this body has seldom been questioned. There is a good reason for it, We must guard this independence zealously”. That year, he guided the enactment of 42 laws which greatly spur the progress of the nation.
From 2000 to 2013, many events took place in between. There was the Estrada impeachment. Frank was on the side of those who wanted to open the envelope. “The truth should come out”, he said with conviction. He was on the side of those who demanded the resignation of Former President Gloria M. Arroyo when she admitted her call to Commission on Elections’ Garci. His loyalty to the nation, is beyond reproach.
Come back, he did to the Senate in 2010. He was there when the Senate grappled with the Sin Tax Bill. He tactfully guided its approval despite all the pressures. This act alone constitutes additional billions of taxes to the government. Frank was the first Senator who believed that Chief Justice Renato Corona should be impeached. Other Senators followed his lead.
In 2013, Frank was not a candidate but he campaigned all over the country for the Liberal Party Senatorial line-up. Nine out of the 12 winners came from his party. It was a foregone conclusion that he would be elected as Senate President.
Frank deserves the vote of confidence given to him by his fellow senators. President Noynoy cannot go wrong. The people of the Philippines rejoice that Frank is at back at the helm of the Senate. The august body is in good hands.
