PHL to lift fish ban at Scarborough July 15

CLARK FREEPORT – The Philippines will lift on July 15 the fishing ban imposed last May at the Panatag (Scarborough) shoal off the coast of Zambales, half a month earlier than the ban imposed by China.

In a telephone interview with Punto, Bureau of Fisheries and Aquatic Resources (BFAR) national director Asis Perez reiterated that the fishing ban in the shoal had nothing to do with the territorial dispute with China in the area.

China was the first to issue the fishing ban last May, followed by the Philippines.

Foreign Affairs Sec. Albert del Rosario was, however, initially against imposing the ban but said Pres. Aquino had decided to also issue such ban purportedly for purposes of conservation of fishery resources and allow time to replenish fish stock.

Records from BFAR showed that such a ban have been imposed by the government in the Western Philippine seas since 1999, normally from May 16 to Aug. 1.

But Perez said BFAR will lift the ban and allow Filipino fishermen to fish at the Scarborough shoal by July 15.

Earlier, China’s Xinhua news agency said that the Chinese ban in northern parts of the South China Sea, including the waters around Scarborough shoal, would last two-and-a-half months, beginning last May 16.

This means that the Chinese ban would be lifted by the end of July, or half a month after the Philippine ban has been removed.

Perez stressed that the ban was merely a conservation measure, as he warned against the occurrence of another fishkill that hit Bolinao, Pangasinan last May wherein about 70 tons of bangus were killed due to the drop of oxygen level in local waters.

He admitted, however, that conservational fish bans in 13 other parts of the country were lifted way back last February and that the Scarborough shoal area is now the only one still with fishing ban in effect.

Meanwhile, the Philippine Coast Guard has confirmed that as of yesterday, no vessel of any kind was within the Scarborough shoal lagoon in the Western Philippine Sea.

This, even as Zambales Vice Gov. Ramon Lacbain urged Zambales fisherfolk to steer away from the controversial shoal being claimed by both China and the Philippines.

“I am personally urging our fisherfolk to avoid fishing within the area so as not to ignite the territorial controversy,” Lacbain told Punto, despite BFAR’s insistence that the ban in the area had nothing to do with territorial concerns.

Coast Guard Lt. Commander Armand Balilo said in a telephone interview that the no vessel could be found as of yesterday noon in the Scarborough shoal.

China was reported to have pulled more than 20 fishing boats out of the lagoon of Scarborough Shoal.

Lacbain noted that last year, even before the recent territorial dispute between China and the Philippines over Scarborough erupted, the municipal council members of Masinloc passed a resolution affirming that the shoal, referred to as Bajo de Masinloc, was part of their town.

“I suppose the resolution was passed because the shoal is also near Cabangan and Palauig, although the towns never really had any territorial dispute,” he said.

Obama signs bill on Clark vet cemetery restoration

CLARK FREEPORT — Bipartisan legislation introduced by US Senator Kelly Ayotte (R-NH) to restore the Clark Veterans Cemetery, which is the final resting place in the Philippines for more than 8,300 US service members and their dependents, was signed into law recently by US President Barack Obama.

Guy Hilbero, Mabalacat Tourism officer and executive officer of the 26th US Cavalry and Philippine Scouts Memorial Regiment based here, said the law will place the 20-acre Clark cemetery under the responsibility of the American Battle Monuments Commission.

Following a volcanic eruption in 1991, the US abandoned Clark Air Force Base, leaving the cemetery covered in ash and overgrown by weeds.

Ayotte’s legislation, which was cosponsored by US Senator Mark Begich (D-AK), will require the cemetery to be restored and maintained.

Since 1994, volunteers in the Philippines have attempted to maintain the cemetery without assistance from the US Government.

In April 2010, Senators Ayotte and Begich introduced The Remembering America’s Forgotten Veterans Cemetery Act (S. 2320), which had 15 bipartisan cosponsors and requires the American Battle Monuments Commission (ABMC) to restore, operate, and maintain Clark Veterans Cemetery to honor the courageous Americans buried there.

The ABMC is an independent agency of the US government responsible for managing overseas cemeteries and monuments.

Because Clark Veterans Cemetery is a permanent American cemetery in a foreign country, ABMC is the appropriate federal agency to oversee the cemetery’s management and maintenance.

In addition to cemeteries and monuments in Europe, the ABMC also maintains Mexico City National Cemetery in Mexico and Corozal American Cemetery in Panama, both of which are similar to the Clark Veterans Cemetery.

The Ayotte-Begich legislation was endorsed by The Military Coalition, The National Military Veterans Alliance, and the Military Officers Association of America.

Ombudsman asks mayor for counter-affidavit on graft case

ANGELES CITY – Deputy Ombudsman for Luzon Adoracion Agbada, in an order dated December 5, 2012, asked Mayor Edgardo Pamintuan to submit a counter-affidavit for the graft and corruption charges filed against him by local mediaman Robledo Sanchez.
Pamintuan and company are being charged with two administrative cases, conduct prejudicial to the best interest of the service and grave misconduct, and two criminal cases, violation of section 3(e) and 3(g) of Republic Act 3019, otherwise known as Anti Graft and Corrupt Practices Act, and Violation of Article 217 (Malversation of public funds or property; Presumption of malversation) of the Revised Penal Code.
The letter, addressed to the respondents — Pamintuan, City Accountant Wilfredo Tiotuico, City Budget Officer Fe Corpuz, City Treasurer Juliet Quinsaat, and all Department Heads — ordered Pamintuan and company to submit three copies of their respective counter-affidavits and any relevant evidence refuting the case filed against them.
Pamintuan and company were asked to submit their counter-affidavits within 10 days upon the receipt of the letter.
Failure to comply with the said order will be considered a waiver on the part of the respondents to submit any counter-affidavit and refuting evidence and will result in the case being considered submitted for resolution.
On October 19, 2012, Sanchez filed the graft and corruption charges against Pamintuan and company before the Office of the Ombudsman regarding the 2,506 job order appointments of the City Government under the Pamintuan administration.
It was recently revealed in a local radio program that some 40 names included in the list of job order employees are actually relatives of barangay officials.
Several of the concerned barangay officials have aired their statements denying any knowledge about the inclusion of their relatives in the job order list.
The barangay officials also clarified that although the names of their relatives were included in the job order list, they are neither working for nor receiving salary from the City Government.
These officials include Councilmen’s League of Angeles City (CLAC) Vice President and Barangay Cutcut Kagawad Roy Ogurida, CLAC Vice President for External Affairs and Barangay Lourdes Northwest Kagawad William David, Barangay Salapungan Kagawad Renato Coronel, and Barangay Margot Kagawad Nenita Ferrer.
