ANGELES CITY, Pampanga – The Regional Trial Court (RTC) here, designated as an environmental court, has ordered the extension of a Temporary Environmental Protection Order (TEPO) that will suspend the plan of the Department of Public Works and Highways (DPWH) to cut at least 486 trees along the Mac Arthur Highway traversing Mabalacat and this city.
RTC Branch 59 Presiding Judge Angelica Quiambao said in her December 14 decision that was released Wednesday that there is a need to extend the TEPO as its non-issuance will render nugatory or moot the petition filed by a group of environmentalists under the umbrella Save The Trees Coalition (STC).
“Judicial discretion dictates the propriety of extending TEPO, it being a matter of extreme urgency involving plaintiffs’ (the groups composing the STC) constitutional right to a balanced and healthful ecology in accord with the rhythm and harmony of nature,” the Court explained.

CITY OF SAN FERNANDO, Pampanga — Some 42 vegetable farmers here received “Nego Karts” from the Department of Labor and Employment (Dole) and the Butil Farmers Partylist as part of their “Gulayan sa Barangay” program in Pampanga. The carts are part of the 100 “Nego Karts” to be distributed to indigent beneficiaries as part of the efforts to uplift the living conditions of poor farmers in the province. “This is an initiative to assist the farmers to sell their produce and other by-products from their farms by providing them with greater mobility,” Butil Representative Agapito Guanlao said. Bizman: ‘Prepare for calamities this 2013’

CITY OF SAN FERNANDO — Pampanga Chamber of Commerce and Industry (PamCham) vice chairman Rene Romero has called on the National Government agencies to set into motion disaster preparedness programs for 2013.
He said this is to minimize damage to lives and properties that might offset the financial gains achieved in the last quarter of the year.
He said most businessmen are bullish of the good performance of the country’s local economy, good performance that would still be felt until election season in 2013 that would be marked by fierce political spending.
However, Romero said natural disasters and even the result of the 2013 elections would surely have an effect on the financial gains achieved by the country.
“Natural calamities that are of the scale of recent typhoons that hit Luzon and Mindanao would surely be felt on an economic and social level,” Romero said. But Romero remains optimistic that that current economic performance of the country will still go up.
Romero said the projection was based on the country’s July to September economic performance where the country’s gross domestic product (GDP) accelerated by 7.1 percent from 3.2 percent a year ago.
He said the benefits of the good performance would reverberate until the first quarter of 2013.
Romero also said the economic benefits would in turn benefit medium and micro-entrepreneurs and a host of industries catering to yuletide products and election paraphernalia.
Earlier, Socioeconomic Planning Secretary Arsenio Balisacan said the country posted the fastest economic growth within the 10-member countries of the Association of Southeast Asian Nations (Asean).
“It is at these times that ample preparations should be taken not just to maintain the economic gains of the country but also to ensure cushion programs for worst possible scenarios,” Romero added.

AC Council okays P1.3-B budget

ANGELES CITY — The City Council has approved the City Government’s 2013 budget amounting to P1.311 billion.
Councilor Maricel Morales made assurance that the budget was scrutinized to prevent over declaration of expenditures and irregularities.
Morales, chairwoman of the city’s finance and appropriations committee, said the P1.311-billion city budget for 2013 was thoroughly studied.
“So it doesn’t appear that the council is a puppet of the mayor, the budget was scrutinized. We saw some irregularities and we corrected them,” Morales said.
She said some of the irregularities discovered during a three-day hearing were funds for gas and other vehicle maintenance products in some department, which do not have government-issued vehicles.
“When departments create their budget, they anticipate what will they be needing. We decided that we cannot program budgets for vehicle maintenance materials if we do not have the vehicle yet,” Morales said.
Morales said they also found out irregularities including typographical errors on entries.
“There was an overestimated budget of P115 million but we have corrected that,” Morales said.

Patient Care Corporation donates to typhoon victims in Mindanao

CITY OF SAN FERNANDO – Patient Care Corporation, a health service-based company here, donated some P100,000 for the victims of Typhoon Pablo in Mindanao through the Philippine National Red Cross (PNRC).
Patient Care Corporation president Alfrito Mah turned over the check donation for the victims of Pablo to Red Cross officials in simple ceremonies. The move is part of the Corporate Social Responsibility (CSR) program of the company to its local communities.
Mah said that they are also urging private companies to pool in their resources and help the disaster victims. He said that private companies have the responsibility to give back to their local communities through charity work and other social service programs.
Earlier, PNRC chairman Richard Gordon said they opted for cash donations since it would be easier to manage rather than food and non-food items.
“Kasi kapag mga gamit or pagkain ire-repack pa… mas matatagalan tayo,” Gordon said.
The PNRC said cash donations would augur well for the humanitarian organization to provide more help to typhoon victims.
“We are appealing for your support to be able to continue to provide food, non-food items and our services to the most vulnerable in the hardest hit cities and provinces,” PNRC said.

Court stops cutting of trees

ANGELES CITY, Pampanga – The Regional Trial Court (RTC) here, designated as an environmental court, has ordered the extension of a Temporary Environmental Protection Order (TEPO) that will suspend the plan of the Department of Public Works and Highways (DPWH) to cut at least 486 trees along the Mac Arthur Highway traversing Mabalacat and this city.

RTC Branch 59 Presiding Judge Angelica Quiambao said in her December 14 decision that was released Wednesday that there is a need to extend the TEPO as its non-issuance will render nugatory or moot the petition filed by a group of environmentalists under the umbrella Save The Trees Coalition (STC). BIR-R2 registers P14-billion collection

CITY OF SAN FERNANDO, Pampanga – The regional office of the Bureau of Internal Revenue (BIR) is only P4-Billion away from its all-time high target of P18-Billion after it posted a total collection of P1.3 Billion last November.

BIR reported Friday that it has collected over P14 Billion of taxes from January to December, this year.
BIR Regional Director Araceli Francisco said the amount represents 1.41 percent increase in the target for the said month.
Francisco said that they expect the number to even go higher in December because of the Christmas seasons.
Withholding taxes (expanded), compensation taxes, value added taxes and final taxes will also be paid by corporations this December.
The BIR Regional Chief attributed the increase in tax collection to BIR tax campaign dubbed “I Love Philippines, I Pay Taxes.”

Aetas get water system

ANGELES CITY–After seeking the help of police, an Aeta community here has received a water system that will serve at least 177 families.
Chief Inspector Luisito Tan, chief of the Angeles City Police Office Station 4, said Sitio Target chieftain Fred Pan sought his help following the spread of diarrhea among children in their area due to contaminated water supply.
With Tan’s help, the ABC Hotel located along Fields Avenues has donated a water system to the Aeta residents of Sitio Target in Barangay Sapang Bato.
Tan said the P500,000-worth water system, which includes a purifier, tank, and electric pump, would provide safe and potable water to hundreds of residents.
Both Pan and Tan thanked the management of ABC Hotel for the project which was imported from Holland.
“Nagpapasalamat din tayo kay Isagani Reyes, chief maintenance ng ABC Hotel. Sila yung nag install nung water system,” they said.

DOLE establishes 10 industrial tripartite councils in C. Luzon

CITY OF SAN FERNANDO–Department of Labor and Employment (DOLE) has successfully established 10 industrial tripartite councils (ITCs) in Central Luzon this year in a bid to maintain peace among management and labor in various sectors.
“We now have construction ITCs in Aurora, Bataan, Bulacan, Tarlac and Zambales as well as a Regional which serves as the umbrella council; a Mining ITC in Zambales; and a Business Process Outsourcing in Nueva Ecija,” DOLE Regional Director Raymundo Agravante said. “We made history by having the country’s first Aviation and Bus Transport ITCs.”
To date, eight of these ITCs have already inked a Voluntary Code of Good Practices (VCGP) with the labor regional office or their respective labor provincial offices.
VCGP covers ten areas namely Compliance to Labor Standards, Coordination for Training and Education, Recruitment and Termination, Occupational Safety and Health, Productivity, Dispute Settlement, Legitimate Contracting and Sub-contracting, Social Dialogue, Collaboration of Government Partners, and Monitoring of the Code.
“It shall promote a culture of compliance with basic labor standards among key players of the industry wherein all workers, regardless of employment status, shall be entitled to rights and privileges as provided for in the Labor Code and be ensured on their welfare at the worksite” Agravante said.
The code shall likewise upgrade the level of competence of workers in the industry through continuous training and education and adopting programs that will increase productivity and harness competitiveness. ● (PIA-3)
