MANILA — A 22-year-old designer, freelance model, host and singer from Quezon City was crowned Miss Philippines Earth 2012 at the SM Mall of Asia in Pasig City on Sunday.
Stephany Stefanowitz bested 46 other candidates who represented municipalities, cities and prA second-timer at the prestigious pageant, Stefanowitz will represent the country in the Miss Earth 2012 pageant, which will be held in Indonesia in October. She will also serve as ambassador to environmental protection campaigns in the country.ovinces in the country, as well as Filipino communities outside the Philippines.
Stefanowitz was crowned Sunday by last year’s winner, Athena Mae Imperial. She also got the Best in Evening Gown award.
Crowned as Miss Philippines Water, meanwhile, was Samantha Purvor, 24, a Sports Sciences student from the University of the Philippines who represented San Juan City.
Purvor also won the Best in Swimsuit award, as well as Miss Zenea Slimming and Body Sculpting, Miss Extraderm, Miss Pontefino Residences, and Miss Gandang Ricky Reyes.
The Miss Philippines Air title went to Glennifer Perido, a 22-year-old nursing graduate from Tabuk City. She was also named Miss Redfox, Best in Resort Wear, and Miss Golden Sunset.
Miss Philippines Fire was Thoreen Halvorsen, 19, tourism student from Puerto Princesa City, Palawan. She also won the Miss Prime Med special award.
Named Miss Philippines Eco Tourism was 24 years old Mary Candice Ramos, a fourth year Bachelor of Science Tourism Management student of the University of the Philippines. She represented Vigan City.
Runners up were Glenna Christina Duch, 18, Business Management student from Silliman University in Negros Oriental; Roxanne Corluy, 20, of Belgium-Filipino Community; Princess Lieza Manzon, 25, model and actress from San Francisco, Cebu; Jaydielou Dilidili, 24, admin and human resource manager from Indang, Cavite; and Kathleen Subijano, 24, a lifestyle columnist from Muntinlupa City.
The other candidates who received special awards were: Miss Pagadian City Cristelt Gerona (Miss Photogenic-Ever Bilena); Miss Marilao, Bulacan Aufelyn Zabalanoypistuff (Miss Talent); Miss Lucena City Jennifer Edytha Japor (Miss Friendship); Miss Marilao, Bulacan Aufelyn Zabala (Miss Beverly Hills 6750); Miss Kawit, Cavite Reveleen Carandang (Miss New Placenta); and Miss Batangas City Queenie Uy (Miss Pontefino Hotel).

MANILA (Updated 9:29 a.m.) — Seven areas in Luzon remain under storm signal number 1 as Tropical Storm “Ambo” (international name: Mawar) slightly intensified Saturday as it continues to move north northwestward.
The Philippine Atmospheric, Geophysical and Astronomical Services Administration (Pagasa) hoisted storm signal number 1 since Friday in the provinces of Catanduanes, Camarines Sur, Camarines Norte, Polillo Island, Aurora, Isabela and Cagayan.
The weather bureau spotted the storm at 220 kilometers east of Casiguran, Aurora as of 5 a.m. Saturday. It is forecast to move north northwest at 13 kilometers per hour (kph).
Pagasa said Ambo is packing maximum winds of 75 kph near the center and gustiness of up to 90 kph. The storm is expected to be at 240 kilometers east northeast of Aparri, Cagayan by Sunday, 360 kilometers northeast of Basco, Batanes by Monday, and 680 kilometers northeast of Basco, Batanes by Tuesday.
Ambo is expected to affect the Bicol region and Northern Luzon and to enhance the southwest monsoon or “hanging habagat,” bringing rains over the entire country. It is the country’s first tropical cyclone for this year.
Pagasa defines a tropical storm as a moderate tropical cyclone with maximum wind speed of 64 to 118 kph.
Robert Sawi, officer-in-charge of the weather division of Pagasa, said Ambo will bring heavy rains of 15 to 25 millimeters per hour within its 500-kilometer radius.
He said it may exit the Philippine Area of Responsibility (PAR) as early as Monday.
“Residents living in low-lying and mountainous areas under signal number 1 are alerted against possible flash floods and landslides,” Pagasa said.
Due to rough seas, the Philippine Coast Guard (PCG) reiterated its regulation that vessels of 1,000-gross tons or below, shall not be permitted to sail in case of public storm signal number 1, which is hoisted over Catanduanes.
So far, Ambo has sidelined 332 passengers in various ports in Bicol broken down as follows: 280 (Tabaco, Albay) and 52 (Catanduanes).
Stranded as well are seven vessels, 24 trucks, three buses and six cars, according to PCG spokesperson Lieutenant Commander Armand Balilo.
Fishermen along the country’s eastern seaboard were likewise warned against sailing due to rough sea conditions.

MANILA — President Benigno Aquino III on Friday expressed readiness to break the tradition and appoint an outsider to the highest post in the judiciary.
“If I remember the Constitution correctly, it is stated there that the Judicial and Bar Council will give me a list and that’s where I will choose but there is no injunction there that limits it to current members of the Supreme Court,” Aquino said in an interview during the First River Summit in Iloilo City
The President said he has his utmost regard to the usual practice in appointing a chief justice but he also wanted reform in the judiciary.
“Yung tradition is a good consideration. But what is important is the efficiency of the institution and serving and addressing our people’s need,” he said.
He expressed hesitation on selecting the next chief justice from the incumbent associate justices since most of them are still observing a Supreme Court resolution in 1989 that prohibited the disclosure of SALNs of justices and judges.
Senior Associate Justice Antonio Carpio, a perceived Aquino ally, sat as acting Chief Justice on Wednesday after the ouster of Renato Corona by the Senate impeachment court.
On the same day, the Supreme Court approved the public disclosure of assets statements of judges and justices, for 2011 but guidelines for such release will have to be discussed in a special en banc session on June 13.
He said all public officials should declare their SALN to the public in accordance with the 1987 Constitution.
The President said “there is a very distinct possibility” that the next chief justice can come from the outside.
The names of Justice Secretary Leila de Lima and Bureau of Internal Revenue Commissioner Kim Henares came out as among those considered for the post.
Sought for comment, Justice Secretary Leila de Lima said she “will cross the bridge” only after the opportunity to be appointed will be presented.
“Let the JBC (Judicial and Bar Council) do the process first,” she told reporters.
If she will accept any nomination to be the next top magistrate, de Lima must inhibit in the deliberations of the JBC being a member of the vetting body.
Finance Secretary Cesar Purisima believes that Henares is qualified for the chief justice position, but stressed that he will not be the one nominating her to the JBC.
“I have such high regard for her. I think if given the opportunity, she’ll do a great job,” he said in a media briefing on Friday.
Purisima cited that Henares is not only a lawyer but a certified public accountant (CPA) and has worked both in the government and the private sector.
Aquino has 90 days to choose who will replace former Chief Justice Renato Corona, who was found guilty of betrayal of public trust and culpable violation of the Constitution during the five-month long impeachment trial for failure to fully disclose assets in his SALN.
The JBC, which is a constitutional body tasked to screen and submit nominees for vacant judicial post to the President, will hold a special session on Monday.
Traditionally, the President can only appoint judges and justices from the short list provided by the JBC.

CITY OF SAN FERNANDO – Governor Lilia Pineda led other provincial officials on Friday in receiving medical equipment from the Department of Health (DOH).
Provincial Health Officer Dr. Marcelo Jaochico and Board Members Monina Laus and Trina Dizon witnessed the simple turn over ceremony held at Clark Freeport.
Dr. Leonita Gorgolon, Central Luzon center for health development director, said donated equipment include microscope, chemical analyzer, weighing scales, and goose head lights.
Gorgolon said that other provincial health offices in the region will also receive the same set of equipment.

APALIT – The delay in the reconstruction of the bridge in Barangay Colgante in this town is continuously causing inconvenience to thousands of residents including students.
Local officials also fear that students will be affected during the opening of classes on June 13.
The concrete structures discovered during a clearing of operation conducted by the contractor is causing the delay in the bridge construction.
Donato Samson, an engineer from contractor Leadway Construction and Development Corporation, working on the collapsed Colgante bridge, said the original deadline for its reconstruction is on June 15.
As of this month, the replacement of the bridge is still ongoing and the setting up of bored piles and abutments for the structure are halfway through.
“The Delta Components and materials are ready but because of the obstructions, nagtagal kami sa clearing,” said Samson.
But Rochelle Olalia, another engineer from the contractor, claimed that they are still ahead of the new deadline given to them which is on September 15 this year.
The delay in the construction of the said bridge is continuously causing inconvenience to the residents and motorists.
