MANILA — The House of Representatives will junk the impeachment complaint against Supreme Court (SC) Associate Justice Mariano del Castillo, Speaker Feliciano Belmonte Jr. said Friday.

“We will not elevate it to the Senate. (We) may lack of time to act on it next week before we adjourn,” Belmonte said.
Majority Leader Neptali Gonzales II meanwhile said the plenary vote on the impeachment complaint against Del Castillo has not been finalized yet.
“That’s very far from our minds at the moment. We decide after the break,” he said.

Congress will adjourn sine die on June 7 and will resume session on July 23.

The House leadership’s decision came after the Senate impeachment tribunal came out with a guilty verdict on Chief Justice Renato Corona for his failure to truthfully disclose his assets and net worth.

Del Castillo is accused of betrayal of public trust for plagiarizing a ruling on World War II comfort women.

Several paragraphs of the SC justice’s ruling was allegedly borrowed without proper attribution from “A Fiduciary Theory of Jus Cogens” by Evan Criddle and Evan Fox-Decent, “Breaking the Silence: On Rape as an International Crime” by Mark Ellis, and “Enforcing Erga Omnes Obligations in International Law” by Christian Tams.

Last February, the House Committee on Justice approved the impeachment complaint against the SC justice. It has been pending for plenary vote since.

The justice committee report endorsing an impeachment against the SC justice will need a one-third vote—at least 95—from members of the House of Representatives before it is sent to the Senate impeachment tribunal for a decision.

FOLLOWING his official visit to the United Kingdom, President Benigno Aquino III will go straight to the United States (US) to meet with US President Barack Obama in Washington.
Foreign Affairs Assistant Secretary Patricia Ann Paez, in a press briefing in Malacanang Friday, said the two state leaders will be meeting on June 8 where they are expected to discuss issues and developments in the Asia-Pacific Region.
“In their meeting at the Oval Office, the two leaders are expected to discuss a wide range of issues of mutual interest. These include our close strategic, economic, and people-to-people ties and our cooperation in the Asia Pacific region as the US refocuses in the Asia Pacific characterized by economic dynamism as well as fresh challenges,” she said.
She added that President Obama has also expressed interest in being updated about President Aquino’s vision for the Philippines and his development agenda specifically to promote inclusive growth, create equal opportunities for all, and foster good governance.
Paez refused to confirm whether the territorial dispute between the Philippines and China in the West Philippine Sea will be discussed.
“I really cannot say anything categorical about it. But I would suppose that there is. Well, I’ll just leave my answer to that because I don’t want to preempt anything that the President might say and I cannot really know what will happen or how their talks will go. But let me just say that both the Philippines and the United States desire a constructive engagement with China,” she said.
Paez said President Aquino’s visit to Washington, DC reflects the heightened engagement between the Philippines and US.
US Secretary of State Hillary Secretary Clinton will host a luncheon in honor of the President and his delegation, said Paez, adding that some 200 guests are invited to the event.
President Aquino will also meet with the top leaders of the US Senate at a reception hosted by Senate President Pro Tempore Daniel Inouye at the US Capitol. Senator Inouye has been the champion of Philippine interest in the US Congress and has manifested steadfast support for the Philippines as chairman of the Senate appropriations committee.
President Aquino will also meet with US business leaders and investors while in the capital of the United States.
He is also scheduled to grace the launching of the US-Philippine Society which aims to provide information on the Philippines to US policy makers; to convey to the Philippine government objective feedback on perceptions in the US regarding the country; and to undertake partnership programs with NGOs and other institutions to increase public exposure to Philippine issues.
The society will also enlist the support and participation of the around 3.1 million Filipinos in the United States, said Paez.
The President will also be interviewed by the Wall Street Journal and the Washington Post.
Before he goes back to Manila, he will meet with the Filipino-American community in Los Angeles.
There are about 322,110 Filipinos who reside in the county of Los Angeles comprising 3.1 percent of the city’s population.
Aquino will be staying in the US from June 6 to 8. His meeting was upon the invitation of President Obama, which was first coursed through US Secretary of State Clinton when she visited the Philippines on November 2011.
Obama personally conveyed the invitation to Aquino when they met in Bali during the Asean-US Leaders’ Meeting also in November.
The Oval Office meeting between the two presidents will be their fourth meeting in a span of two years.
The first meeting was in September 2010 during the Asean-US Leaders’ Meeting in New York. Their second meeting was in September 2011 during the launching of the Open Government partnership also in New York. The third meeting was last November 18, 2011 during the Asean-US Leaders’ Meeting in Bali, Indonesia.

CABANATUAN CITY – Two carnapping suspects, including a 16-year-old, were killed in a firefight with police operatives in the urban village of Aduas Centro here before dawn here Saturday, an incident that underscored the use of minors in criminal activities.

One of the suspects was identified as Julius Lombao, 32, a tricycle driver from Purok 6, Barangay San Josef Sur while the minor was a resident of Kapt. Paulino St., Aduas Sur, both of this city.

The victims, on the other hand, were Jefferson Esguerra and his companions Charlene Espiritu and Kimberly Torres, all of Barangay Villa Ofelia here.

Supt. Eli Depra, city police chief, said that the suspects opened fire on mobile patrol and intelligence operatives who reportedly responded to a flash alarm regarding the carnapping of a single Honda Mio at about 2:35 a.m. along Maharlika Highway, Barangay Valdefuente here.

“We immediately activated our dragnet operation upon receipt of the flash alarm re carjacking incident wherein a a motorcycle was forcibly taken from the victims,” Depra said.

Investigation showed the victims were on their way home when the suspects blocked their way and at gunpoint took the motorcycle with license plate 4694-IT.

The suspects fled but when intercepted in Aduas Centro, opened fire at the responding policemen prompting the latter to return fire thus fatally hitting both suspects in the different parts of their bodies.

The suspects died on the spot.

No personal identification was found from the cadavers thus their identities were established later in the day through a follow up investigation, police reported.

Recently, two minors were turned over by the Nueva Ecija police’s provincial public safety company after being caught transporting a motorcycle that was stolen in Cantarilla.

The minors said they were asked by their neighbors who supposedly stole it at the nearby municipality of Gen. Natividad.

The minors said they were tailing the suspects but suddenly disappeared when they were flagged down in a police anti-criminality checkpoint in Barangay Valdefuente.

ANGELES CITY – The Lewis Grand Annual Invitational golf tournament will be held on June 1 at the Mimosa Golf and Country Club in Clark, organizers said on Tuesday.

At least 80 players have registered to join the first-ever promotion of Louis C. Yakich, founder of Lewis Grand Hotel here.

Tournament organizer Christopher Pettit disclosed that at least P200,000 in cash and prizes will be given to the winners.

Pettit said interested players have until 11: 00 a.m. on Friday in Mimosa to join the tournament. He added that they may also register at the Lewis Grand reception before the ceremonial tee-off at 6:30 a.m.

“It’s an invitational. But everyone is welcome to join,” said Pettit.

He said the entrance fee is P2,500 and P1,000 for non-Mimosa members and Mimosa members, respectively. The entrance includes the green fee and dinner at the post-game awarding ceremony at Lewis Grand.

“We will bring the players at the High Society bar at Fields after the awarding,” said Pettit.

He said the there will be top three winners on “Net” and “Gross” categories. Special prices will also be given to “closest to the hole,” “longest drive” and “duffer.”

The tournament will be played under Callaway Handicap System.

BALANGA CITY- The first pedestrian overpass funded for P17 million is soon to rise in this component city of Bataan to service more than 4,000 students and teachers of the Bataan National High School as well as other pedestrians crossing the Roman Superhighway.

Rep. Albert S. Garcia of the province’s Second District said the overpass will be equipped with elevators for easy access especially to disabled pedestrians and pregnant women.

The project with the installation of road safety devices is targeted to be finished by August this year.

Garcia with brother Balanga City Mayor Jose Enrique Garcia III led the groundbreaking Thursday. “With the pedestrian overpass, students and other pedestrians will have a safe passage without the need of traversing direct to the wide highway,” the congressman said.

He said that many have been requesting his father Gov. Enrique Garcia and the Balanga City mayor for the construction of the overpass because of the risks involved in crossing the highway.

“We do not want accidents to happen before we act so here we are,” Garcia said.

Simeona Emata, BNHS principal, considered the project as a “dream come true.” She said that many parents and students have been waiting for the construction of an overpass in the area.

The flyover is 27 meters long and 2.5 meters wide.

“Thank you very much Congressman Garcia and Mayor Garcia for thinking of our safety,” students who attended the groundbreaking said.
