Ngunit inamin ng mga opisyal na may mga pagkakataon na naaantala ang pagbabayad nila katulad nitong buwan ng Mayo.

Ito ay dahil mas inuna nilang ipagkaloob ang mga benepisyo ng mga kawani bilang paghahanda sa pagpasok sa paaralan ng mga anak ng kawani sa unang linggo ng Hunyo.

Kaugnay nito, tiniyak ng kapitolyo na mababayaran nila ang mga supplier ngayong Hunyo dahil ang 80 porsyento ng kanilang internal revenue allotment (IRA) ay darating sa Hunyo 8.

Ayon kay Marina Flores, ang provincial budget officer ng kapitolyo, imposibleng magkautang ng P1 bilyon ang pamahalaang panlalawigan sa mga suppliers nito.

Inayunan din ito ni Gob. Wilhelmino Alvarado na nagasabing mababayaran nila ngayong Hunyo ang kakulangang utang sa mga suppliers.

Ayon kay Alvarado, “hindi kami nakakalimot sa utang namin, lagi kaming nagbabayad, pati yung iniwang utang ng dating administrasyon ay aming binayaran.”

Batay sa pahayag ng gobernador, milyon-milyong piso ang naiwang utang ng administrasyon ni dating Gob. Joselito Mendoza.

Ayon kina Alvarado at Flores, ang pagkaantala ng pagbabayad sa utang sa suppliers ay matutukoy sa mg pinuno ng ibat-ibang departamento ng kapitolyo.

Nilinaw nila na ang bawat departamento ay may nakalaang pondo para sa bawat proyekto at programang isinasagawa.

“Kung minsan, sa dami ng trabaho ng mga department heads hindi naaasikaso yung documentation ng sa mga gastos kaya naaantala ang pagbabayad sa mga suppliers,” ani Flores.

Noong Linggo, Mayo 27, ipinahayag ng Balikatan Peoples Alliance Bulacan (BPAB) na nakatanggap sila ng ulat mula sa mga supplier ng gamot sa kapitolyo na ilan sa mga kontraktor ay tumigil na dahil sa umabot na sa P1bilyon ang utang ng kapitolyo na hindi nababayaran.

Ayon kay Arsenio Antiporda, tagapangulo ng BPAB, ilan sa mga suppliers ay tumigil nang maghatid ng gamot sa Bulacan Provincial Hospital sa Malolos, Rogaciano Mercado Memorial Hospital sa Sta. Maria, Baliuag District Hospital, San Miguel District Hospital, Emilio Perez District Hospital sa Hagonoy, Calumpit District Hospital at Gregorio District Hospital sa Bulakan.

Ang di nababayarang supplier ayon kay Antiporda ay ang GGK Pharma Distributors, SanVen Medical Enterprises at United Diagnostic.

Binanggit din niya ang ilang mga kontraktor sa kapitolyo na hindi pa rin nababayaran, ngunit walang binanggit na halaga ng pagkakautang ng kapitolyo sa mga kontraktor si Antiporda.

PRESIDENT Benigno Aquino III fulfilled his promise to the 1.1 million government employees to release the fourth tranche of the Salary Standardization Law III (SSL III) as early as June.

Budget Secretary Florencio Abad confirmed Thursday that salary increase is ready to be implemented on June 1, one month ahead of its original schedule.
“President Benigno Aquino III earlier promised a pay raise for all government employees in fulfillment of the fourth tranche of SSL III. The raise was originally scheduled for July 1, but the President’s announcement pushed its implementation to June,” Abad said in a statement.

President Aquino made the announcement in May 1, Labor Day, as the administration’s “gesture of appreciation” to government workers.

Abad said the fourth tranche of the SSL III will cover all salary and base pay increases for National Government employees until December 31, 2012.

The pay hike will be supported by P21.7 billion from the Miscellaneous Personnel Benefits Fund (MBPF) in the 2012 General Appropriations Act (GAA). This will be further augmented with P2.7 billion, sourced by government savings from the 2012 GAA.

“The implementation of the fourth tranche should help government employees respond better to the rising cost of living and price increases for basic commodities. Besides this, the pay raise may give them a much-needed boost for paying tuition and academic fees, especially since schools will be reopening soon,” Abad said.

While the fourth tranche of government employees will be sourced from the MBPF in the 2012 GAA, the amount for government-owned or -controlled corporations (GOCCs) and government financial institutions (GFIs) will be charged against their respective corporate funds in the approved corporate operating budgets.

The pay increase for local government units (LGUs), on the other hand, will be charged against their respective local government funds.

Abad clarified that the pay hike for President Aquino, Vice President Jejomar Binay, and all Cabinet secretaries will not be implemented until July 1, 2012.

Individuals not covered by the fourth tranche are individuals and groups engaged through job orders, contracts of service, and other similar agreements.

Also excluded are civilian personnel in government institutions which are exempt from Republic Act (RA) 6758, “Compensation and Position Classification Act of 1989,” as amended, and which are authorized by law to adopt and are implement their own compensation and position classification systems approved by the Office of the President.

Abad added that Section 10, Article VI of the Constitution will also apply in the implementation of the fourth tranche of SSL III, which states that “the salaries of Senators and Members of the House of Representatives shall be determined by law. No increase in said compensation shall take effect until after the expiration of the full term of all the Members of the Senate and the House of Representatives approving such increase.”

THE Judicial and Bar Council (JBC) will convene on Monday to discuss the selection process for the next Chief Justice, a position vacated by Renato Corona this week after he was removed by the Senate.
“The Chief Justice vacancy is up for discussion in JBC’s agenda,” acting Supreme Court spokesperson Gleoresty Guerra said in a text message to Sun.Star.
The JBC is a constitutional body tasked with screening and submitting names of nominees for vacant judicial posts to the President.
It is composed of the Chief Justice as ex officio chairman, the secretary of Justice, and a representative of the Congress as ex officio members, a representative of the Integrated Bar, a professor of law, a retired member of the Supreme Court, and a representative of the private sector.
Under the Constitution, the President has 90 days from the time of vacancy in the SC within which to select from the shortlist to be provided by the JBC.
The qualifications to become a member of the Supreme Court are that he or she must be a natural-born citizen of the Philippines; at least 40 years of age; and a judge in a court of record for at least 15 years or engaged in the practice of law in the Philippines for the same period.
A member of the judiciary should also be of “proven competence, integrity, probity, and independence.”
Guerra said that under Rule 1 Section 4 of the Rules of the JBC, the occurrence of any vacancy in the High Court or in the Office of the Ombudsman opens the vacant position for filling and acceptance of applicants for the post.
Incidentally, the five most senior members of the tribunal are automatically nominated for the post of chief justice, among them Antonio Carpio, who sits as acting Chief Justice. The others are Associate Justices Presbitero Velasco Jr., Teresita Leonardo-de Castro, Arturo Brion and Diosdado Peralta.
All five were appointees of former President Gloria Macapagal-Arroyo to the High Court. Carpio, however, became closely associated with President Benigno Aquino III after his former law firm, the CVC law offices, had a falling out with Arroyo on the issue of charter change in 2006.
However, Guerra said that outsiders are not barred from being nominated or applying for the position.
“There is no prohibition against outsiders as long as they comply with the constitutional requirements,” she said.
Senator Edgardo Angara did not see anything wrong as well for Aquino to appoint an outsider. Using the American experience as example, Angara said the late Earl Warren was a governor of California before he served as Chief Justice from 1953 to 1969.
“He’s considered the best of so many chief justices who sat on the 200-year old Supreme Court. Why? It’s because of his experience being a governor of California, his training as a lawyer although he didn’t practice and because of his vision above all. It was under his watch that some of the greatest decisions of the US Supreme Court was passed and made,” he told reporters.
Senator Franklin Drilon earlier thumbed down a report that he is being eyed by the President as Corona’s replacement.
Internal Revenue Commissioner Kim Henares and Solicitor General Francis Jardeleza are supposedly being considered for the post.
Carpio may turn down nomination
Guerra said that Carpio may decline his nomination, as he had done when former Chief Justice Renato Puno retired in 2010 on the ground that Arroyo was no longer allowed to make appointments to judicial posts due to the constitutional ban on midnight appointments.
“I’m not disqualifying anyone especially him since he is next-in-rank. I think he is eligible to be nominated,” Angara said.
Meanwhile, a former member of the JBC said the proceedings should be made public.
“We cannot have a selection process for the next Chief Justice that is shrouded in secrecy and mystery. If there is any lesson to be learned in the non-disclosure to the public of the SALNs (statement of assets, liabilities and net worth) of the justices, it is that it becomes open to abuse,” Senator Francis Pangilinan said.
Pangilinan is one of the 20 senators who voted to convict Corona for failing to properly disclose his cash assets to the public.

CITY OF SAN FERNANDO — The Department of Foreign Affairs (DFA) is expected to save the government a total of P1.04 billion in operating costs in the next 10 years, as a result of the Public-Private Partnerships (PPP) arrangements it has initiated.
Foreign Affairs Undersecretary for Administration Rafael Seguis told Sun.Star Pampanga in an exclusive interview that the savings cover an initial 16 consular offices across the country that would occupy more than 7,000 square meters of prime space in DFA partner malls.
The DFA recently started arrangements with Robinsons Land Corporation, Pacific Mall Corporation, Ayala Land Incorporated and SM Prime Holdings for the establishment of mall-based consular and processing offices in key areas all over the country.
The agency also recently opened a 995-square-meter facility at Robinsons Starmills here, the biggest in Luzon outside of Metro Manila, and will soon open another office at a mall in Angeles City.
The undersecretary said the DFA expects to generate more savings once it concludes negotiations with its private sector partners for the hosting of its remaining consular offices.
He said the agency wants all its existing consular offices in the provinces to be serving the public in shopping malls in major cities nationwide by 2014.

STA. RITA — Governor Lilia Pineda lead Thursday the groundbreaking of the P31-million road rehabilitation of Sta. Rita-Porac road, setting into action the four development works in the province.
Pineda was joined by Sta. Rita Mayor Yolanda Pineda and Porac Mayor Condralito dela Cruz during Thursday’s groundbreaking ceremony at Barangays San Matias and Babo Sacan in Sta. Rita and Porac town, respectively.
The development works include the improvement and rehabilitation of the Sta. Rita-Porac Road Phase I (San Matias Section) at P8.2 million, Sta. Rita-Porac Road Phase III (Becuran-Diladila Section) at P8.9 million, Sta. Rita-Porac Road Phase VI (Pulung Santol Section) at P8.8 million, and the Sta. Rita-Porac Road Phase VII (Pulung Santol-Babo Sacan Section) at P5.7 million.
The projects cover some 2,820 linear meters of road at a funding of P31,925,526.
Pineda said the development works will finally put an end to the long problem of motorists and commuters here on the poor state of their roads that have been damaged by quarry trucks during the previous years.
The Sta. Rita-Porac road is a vital access route for motorists going to Angeles City and Clark Freeport and is a major road access to vast quarry deposits in Sta. Rita and Porac towns.
The two mayors thanked Pineda for the initiative, adding the development works will make travel time more efficient and will greatly benefit commercial activity for both towns.
“This new development will greatly help commuters and commercial vehicles in accessing towns in the western end of Pampanga. We are also set to implement strict monitoring of anti-overloading so as to protect the new roads from damage,” Mayor Pineda told Sun.Star Pampanga.
Mayor Dela Cruz, for his part, said the new development works will go well with their canalization works in various barangays traversed by the road.
“Commercial vehicles and commuters going through the Subic-Clark-Tarlac Expressway will find travel into our town more pleasant now with this new rehabilitation works initiated by our governor,” Dela Cruz said.
Initially, the Provincial Government of Pampanga earlier finished development works at the Sta. Rita-Porac road that include the Improvement and Rehabilitation of the Guagua-Sta. Rita-Porac road Phase II (San Matias-Becuran Section), Guagua-Sta. Rita-Porac road Phase IV (Diladila Section) and the Guagua-Sta. Rita-Porac road Phase V (Diladila –Pulung Santol Section).
The said road projects have all been completed as of April 30, 2011 according to the records obtained from the Office of the Provincial Engineer.
The said projects cover some 2, 255.70 linear meters of road at a total cost of P25,917,466.42.
