ANGELES CITY — Mayor Edgardo “EdPam” Pamintuan said Tuesday his administration’s priority now is the repair and upgrading of roads particularly those leading to the new City College.
During the regular “Kapihan with EdPam,” the mayor said it is of outmost importance that vital roads leading to the City College which is under construction and nearing completion, be repaired and upgraded as classes in schools open in June.
“Our priority now is the repair of roads and avenues leading to the City College. Masyado ng maraming sira at bako-bako pa. The estimated pedestrian traffic in such roads like Kalayaan and Arayat is around 4,000 per day. Kahit malinis ang paligid doon ay nagko-cause ng inconvenience ang mga daan sa ating mga motorist at mamamayan,” he said.
Pamintuan added that such roads, including those in nearby vicinities like Lourdes North West, would be included in the planned priority repairs and upgrades.
“We have allotted about P30 million for the road repairs in these neglected areas. The work plan also includes construction of drainage systems and other related infrastructure to address the concern. This is of utmost importance and needs urgent attention,” said Pamintuan.

ANGELES CITY — Mayor Edgardo Pamintuan clarified on Tuesday that the City College of Angeles (CCA) will not be in competition with large private colleges and universities in this city.
Pamintuan said that CCA would be catering only to impoverished students who cannot afford high tuition fees.
“The City College will cater to poor students. We are not here to compete with big schools but to provide a chance to those who cannot pay P30,000 or P40,000 to study,” Pamintuan told reporters during his regular breakfast meeting with the local media.
Pamintuan said he has ordered the strict screening of incoming students at the CCA this school year to ensure that the standards set by the City Government are met.
“We are not competing with big schools. That will not happen since our target market are those who really to do not have the means to pay for their studies,” Pamintuan said in response to the worries of school owners here.
In line with this development, the CCA board has successfully established a set of admission guidelines and requirements for aspiring enrollees and transferees.
Freshmen applicants will be required to submit the following: an authenticated F-138 from the school principal, a certificate of good moral character from the school where applicants graduated and a
certification of barangay clearance.
For transferees, they will need to submit a certificate of good moral character and honorable dismissal, a photocopy of the transcript of records duly certified by the Office of the Registrar of the transferee’s school and a certification of barangay clearance.
Both freshmen and transferees will have to comply with a Grade Point Average (GPA) of at least 80 percent. If a student, however, has a GPA below 80 percent, he can be admitted, but on a probationary status.
Pamintuan said the CCA will receive a yearly funding from the Office of the City Mayor to ensure sustainability.
Initial courses to be offered by the college include associate degrees in Computer Science, Information Systems and Tourism, which are ladderized programs that can be pursued further in Bachelors’ Degree courses.
They also proposed that the costs of tuition fees will not go over P7,000 with P150 – P170 per unit. This is placed in contrast with private college institutions which tuition fees go as high as P20,000 to P100,000 for more prestigious schools.
But Pamintuan said that even now, he has been subsidizing for the enrollment of students belonging below the poverty line. He added that his administration will also be shouldering the education of dozens of scholars to provide more opportunity for indigent students.

MANILA (6th Update, 4:15 p.m.) — Lawyers of Chief Justice Renato Corona challenged anew Monday before the Senate impeachment court the validity of the complaint filed against the chief magistrate. Defense lead counsel Serafin Cuevas said they find nothing in the impeachment complaint that states the 188 congressmen who signed it were convened at any time.“Impeachment must be treated with caution and not haphazardly done,” he said. Lawyer delos Angeles, another counsel for the defense, also chided the 188 lawmakers for the “blitzkrieg” endorsement of the impeachment complaint last December 12, “bowing to President Benigno Aquino III’s wish to see Corona out of the Supreme Court.”It is a ploy to weaken the checks and balances in government, delos Angeles said, as he made an appeal to the senator-judges not to allow “the guillotine to fall on judicial independence.”

“Regrettably, we have witnessed the unusual rubber-stamping by the majority of the House of Representatives who never even read the articles of impeachment. The blitzkrieg endorsement to the Senate was principally undertaken by the party-mates of the President,” delos Angeles said. Aquino, who disapproved Corona’s installation of Chief Justice in May 2010 supposedly in violation of election ban, had publicly campaigned for the magistrate’s removal. As a result, delos Angeles said the government “lent its full and awesome powers to interfere in the impeachment proceedings to oust the Chief Justice and to intimidate the Supreme Court.”Cuevas also said Corona was not given due process, thus the impeachment should be null and void. He said also scored in his closing argument Ombudsman Conchita Carpio-Morales for overstating Corona’s dollar accounts using an unauthenticated document. Carpio-Morales, citing documents from the Anti-Money Laundering Council (AMLC), recently told the court that Corona allegedly owns some $10 million spread out in 82 accounts in five banks. The AMLC report covered the years 2003 to 2011. There are a total of 423 transactions, according to the Commission on Audit, adding inflows reached $28,740,497.93 while outflows hit $30,758,878.71.But Corona’s lawyers disputed the number as the magistrate only had four accounts after enlisting the help of accountants. Cuevas said the Ombudsman’s testimony on the AMLC report is inadmissible, useless and a mere “scrap of paper.”There was no proper attestation in the AMLC report presented by Ombudsman Morales,” Cuevas said. He said evidence not authenticated should not be accepted in court, such as the AMLC report. He also said that the defense panel was able to prove that those who filed the accusation had unfounded claims of $10 million belonging to Corona. Cuevas said Morales admitted that there was no criminal case against Chief Justice, but conducted investigation because of strength of accusations.“We were able to show that the chief justice does not have 45 properties, as the prosecution said, but only five,” he also stressed. Last March, Land Registration Authority (LRA) Administrator Eulalio Diaz III testified that the Chief Justice does not have 45 real properties as earlier reported by the House prosecution panel, which has since trimmed the list to 21.As to Corona’s failure to declare all his assets and properties in his statement of assets, liabilities and net worth (SALN), the defense panel admitted the delayed declaration, but said it was not intentional because of problems with the Chief Justice’s properties.
“We pray that our senators will be enlightened, that justice will prevail and that unity will return to the republic,” Cuevas said.
Corona has been accused of betrayal of public trust and culpable violation of the Constitution hurled by the House of Representatives, where 188 members moved to elevate the articles of impeachment in December last year.

MALACAÑANG said on Monday it respects the decision of China’s quarantine agency to deny the Philippines’ quarantine experts to jointly examine bananas imported from the country. Deputy presidential spokesperson Abigail Valte said the Philippine government understands the stand of China as it is part of their law.”We spoke to (Agriculture) Secretary (Proceso) Alcala this morning and we verified the report that was reported in one of the major news agencies. And, as far as the government is concerned, that is the prerogative of the Chinese government to disallow the joint inspection,” Valte said.

An international news agency reported on Saturday that the General Administration of Quality Supervision, Inspection and Quarantine (AQSIQ) rejected the Philippines’ offer to send quarantine experts to jointly examine the fruits exported to China, citing violation of international conventions and Chinese laws. AQSIQ also reportedly denied sending their own delegates to the Philippines to conduct inspections in plantations and ports. In light of China’s disagreement in joint inspections, Malacañang assured that the concerns and needs of the banana exporters, particularly the small players, will be addressed.”As to the small players, the President has already given the instructions to Department of Agriculture (DA) to assist the small players in making sure that they are compliant with international standards as to our exports… To make sure that their packaging warehouses and facilities will be up to par,” she said. Valte said the DA and the Bureau of Plant Industry will be inspecting small banana players to check what assistance the government could extend to them. She said this is not part of assistance plan President Benigno Aquino III earlier ordered for his economic managers to draft. Valte clarified that the government has not discussed loans as form of assistance to banana exporters. Presidential spokesperson Edwin Lacierda earlier said assistance in form of cash or fertilizer is being eyed by the administration. As China allowed more Philippine bananas to enter its market, Valte said the Palace expects the situation to continue to normalize. There have been 190 containers of bananas that were allowed to enter into Chinese market since China imposed stricter quarantine measures on Philippine bananas.

THE Supreme Court (SC) may moot the petition of Chief Justice Renato Corona to stop the Senate impeachment court from probing his bank deposits in view of the magistrate’s unconditional waiver over his bank accounts. The Senate, sitting as an impeachment court, is expected to take a vote today, Tuesday, on whether or not to convict Corona on three remaining articles of impeachment. Corona in his petition also asked the SC to eventually declare null and void the impeachment complaint filed by 188 members of the House of Representatives having been filed without any basis. The Corona petition is separate from the petition filed by PS Bank seeking the same reliefs from the Court, and which landed in the division of Associate Justice Estela Perlas-Bernabe, an appointee of President Benigno Aquino III. The SC later on granted PSBank’s petition for the issuance of a temporary restraining order. Meanwhile, the Integrated Bar of the Philippines (IBP) said it should be up to the High Court to make a determination or interpret the spirit of Republic Act 6426 (foreign currency deposits law), and not the Senate.IBP spokesman Dennis Habawel said in a statement that there is “no hard and fast rule” in deciding whether Corona’s interpretation of the confidentiality clause in the FDC law is correct or not.”Since the SC has not decided any case involving the applicability of the secrecy of foreign currency bank deposits to the SALN (statement of assets, liabilities and net worth), there is no hard and fast rule by which to say whether or not the interpretation given by the CJ is correct. In the light of the CJ’s un-rebutted claim that in a BIR (Bureau of Internal Revenue) study, no public official has ever declared foreign currency deposits in any SALN, it would seem that the compliance officers of other agencies of government share the CJ’s interpretation that dollar deposits need not be disclosed in the SALN by any public officer,” said Habawel.”At the very least, it is the basis for good faith not only of the CJ and the other compliance officers but of all public officers relying on such interpretation,” the IBP official said.
