City observes National Flag Day

ANGELES CITY – Mayor Edgardo Pamintuan led other city officials in celebrating the National Flag Day, commemorating the day when the Philippine flag was first unfurled 114 years ago during the Battle of Alapan.
A brief program hosted by the Angeles City Tourism Office (ACTO) coincided Monday’s flag raising rites at the City Hall grounds with performances from the Angeles City Rondalla and the Sinukwan Performing Arts.Pamintuan said “displaying the flag is a way of renewing the spirit of nationalism, patriotism and the love for freedom.”Republic Act 8491, Section 26 declares May 28 to June 12 of each year as “Flag Days,” during which period all offices, agencies and instrumentalities of government, business establishments, institutions of learning and private homes are enjoined to display the flag.The period commemorates the “Battle of Alapan” in May 28, 1898 when the national flag was first unfurled in Imus, Cavite by General Emilio Aguinaldo and culminates on June 12 or 15 days afterwards when the Philippine Flag was waved in full view of the world following the formal proclamation of independence in Kawit, Cavite.Pamintuan stressed that many people remain unfamiliar not only with the date of the celebration but what the National Flag Day calls for: “respect for the flag.”The mayor said he will request the Division of City Schools here to issue a memorandum that will teach and remind students on the history and significance of the Philippine flag.“This will strengthen the national pride among our students,” he explained.Pamintuan instructed the City Engineer’s Office to install or display Philippine flags in City Government buildings and major thoroughfares on or before May 28 to June 30.Pamintuan encouraged Angeleños, especially businessmen, to display the Philippine flag within their establishments on the same period.Angeles City is the 7th official heritage site for the simultaneous flag raising rites commemorating the June 12 Independence Day.The local tourism office here has announced that the city was once again chosen as one of the sites in the country where the ceremonial hoisting of the Philippine Flag will be held on June 12.The National Historical Commission of the Philippines (NHCP) has officially included the Pamintuan House in this city in the list of historical sites for the Independence Day celebration.The simultaneous celebration of the Independence Day in historical places will be at the Gen. Aguinaldo Shrine in Kawit, Cavite, Barasoain Church, Malolos City, Bulacan, Mausoleo de los Veteranos dela Revolucion, Manila North Cemetery, Gat Andres Bonifacio Monument, Caloocan City, Pinaglaban Memorial Shrine in San Juan City and the Pamintuan House in Angeles City.

100 kids to get free harelip, Cleft Palate Surgeries

ANGELES CITY — Some 100 children are set to receive free harelip and cleft palate surgeries from the Kapampangan Development Foundation (KDF), Operation Smile and the Philippine Charity Sweepstakes Office (PCSO) at the Rafael Lazatin Memorial Hospital on May 30 to June 3.KDF president Benigno Ricafort said the beneficiaries come from poor families who cannot afford the costly reconstructive facial surgery and the accompanying cost of the medicines. He added that the mission is part of the Smiling Free Program of the KDF which is currently being funded by the PCSO.Doctors and participants in the mission will be working on a volunteer basis, according to Ricafort, stressing that such is the case with other KDF programs. Under the said program, beneficiaries would not be spending on the operation expenses and medicines.
“Expenses for such operations are really very burdensome to most indigents. The program aims to lighten that burden and give beneficiaries a better chance to live their lives without such deformities, particularly, the young ones,” Ricafort said.The incidence of oral cleft in the Philippines is estimated at one in every 500 live births. With an average of two million live births a year, 4,000 new cleft cases are added annually here in the country.Recent study shows that malnutrition and lack of Vitamin 6 and folic acid during the pregnancy period might be one of the causes of harelip, cleft palate and other facial deformities.Ricafort said commercial reconstructive surgery usually costs thousands of pesos, but with the KDF program, patients would not be spending for the surgery as it would be shouldered by KDF and other partner organizations that share their resources for the program. Driver arrested for drug

SAN SIMON — A 21-year-old tricycle driver was arrested by police authorities in a drug bust operation conducted over the weekend along Barangay San Isidro this town, a police report said Monday.Police identified the suspect as Benjamin Calma Celis alias Jepoy, single and resident of Barangay San Agustin this town.Investigations revealed that an informant reported that Calma was engaged in selling shabu.The local police here immediately formed a team and conducted a buy-bust operation in Barangay San Isidro, with a police officer acting as poseur-buyer.The suspect was arrested during his “transaction” with the poseur buyer.Confiscated from the suspect’s possession were five heat-sealed transparent plastic sachets containing suspected shabu, P500 used as marked money, and a red Yamaha motorcycle with side car (IF 4332). CITY OF SAN FERNANDO — Councilor Jimmy Lazatin is set to file this week a resolution encouraging all private and public schools in this city to use the book “Iniang Malati Ku” as a supplemental reading material.Lazatin said this is in line with the Department of Education (DepEd) Order 74, which requires schools to offer a Kapampangan subject and use the dialect as medium of instruction in all subjects except Filipino and English.Lazatin said the book will be a helpful tool in reacquainting the Kapampangan youth with their native language and will give them a glimpse of how their parents spent their childhood before the advent of modern gadgets.Lazatin said the book features childhood memoirs on Kapampangan traditions and culture that gives a unique picture of the unique Kapampangan experience of living in a tradition and culture-bound community.The book is entirely written in Kapampangan and was launched last May 25.The book is also being recommended by local officials and Roman Catholic Church leaders here.”The book is easy to read and will surely be a good source material in teaching the Kapampangan language. Schools here are encouraged to at least have a copy at their library as they start to build their resource materials on the Kapampangan language,” Lazatin said.

PORAC — Municipal government cited on Monday through a Municipal Council resolution the massive contribution to local and international tourism of Poracay Resort in Barangay Manibaug here.During the Monday flag raising rites, Municipal Council majority floor leader Councilor Ludi Muli read the resolution which noted the growing influx of tourists in the town, particularly Poracay, and its contribution to the town’s economy.
Poracay is a man-made resort carved from the once-lahar-covered area. It now houses pools, villas, cottages, zip lines, a lagoon from recycled water for kayaking and other recreational facilities.Dela Cruz said the local government will support Poracay in its expansion as well as development of surrounding areas. “Definitely we will support upcoming developments there and help in promoting the resort. Even my relatives abroad have bookings already because they have heard much about Poracay which is uniquely Poraqueño,” he said.Rogie Ayson, the man behind Poracay, thanked the officials and vowed to continue pushing for tourism growth in the town.“There is much to see and do at Poracay. Like in Boracay, we now have regular weekend activities like concerts and many more. We hope to help more in promoting tourism in Porac,” he said.

P14-M fund ready for Dong’s scholars

CITY OF SAN FERNANDO — Some P14 million in scholarship funds are now ready to benefit the new set of scholars of Rep. Aurelio “Dong” Gonzales Jr. (3rd District, Pampanga) under his “Iskolar Ng Dong Program”. Gonzales said the new fund will enable him to accommodate more scholars for this coming school year 2012 to 2013, while promising to continue the 27, 000 existing scholars under his education program. “We will also be accommodating scholars that will fill the slots of those who graduated last school year. This means that those who would like to avail of scholarship assistance may now forward their application with our district coordinators or through our district office here,” Gonzales said.
Gonzales assured that his scholarship program will continue with its no maintaining grade policy and will be prioritizing indigent applicants as well as those who are children of farmers, people with disabilities and informal sector workers.The lawmaker’s scholarship program is the only one of its kind and scale in the province that takes in scholars without having to maintain a specific grade requirement.Currently, Gonzales maintains some 27,000 scholars for elementary, high school and college. Gonzales also has scholars for pre-elementary and technical vocational courses through the help of Technical Education and Skills Training Institute.Gonzales also accepts scholars from outside of his own district who are currently in dire need of financial assistance.“Education is the lasting inheritance that I can give to you. Education and the knowledge that you get from it cannot be stolen from you. Study well and make your parents proud,” Gonzales told the beneficiaries.
The lawmaker said that aside from the scholarship assistances, he has set development plans in the district for more covered courts, barangay halls and school buildings that will see construction by the last quarter of 2012 and early 2013.

Police: Illegal drugs remain No. 1 problem in Apalit

APALIT – Local police admitted Monday that the proliferation of illegal drugs has remained as the number one problem in the locality.
Apalit Police Chief Homer Penecilla disclosed that they are currently dealing with individuals who are reportedly engaged in the illegal drug trade. Penecilla said during the Monday flag-raising activity that local officials headed by Mayor Jun Tetangco are exerting all efforts to put an end to the problem.
“I am very positive that in a few months, magiging drug-free na ang bayan ng Apalit,” he said.
Penecilla clarified that this town is generally peaceful except of the drug problem. “Pangalawang balik ko na po ito bilang chief of police at hindi naman po ganun ka-grabe ang problema natin sa kriminalidad dito,” he added.
Penecilla also added that they are closely monitoring stores selling used or suspected stolen vehicle parts and engines in Barangay Capalangan here.

Mayor: Manuali site is not a dumpsite

PORAC— Mayor Condralito dela Cruz clarified Monday that the alleged Manuali dumpsite here is a transfer facility and not a dumpsite, as alleged by a photo sent by one Sonny Dobles.
“The area is where we place the garbage for transfer to either our Material Recovery Facility or for disposal to landfills. We do not just take the garbage out of the town and dispose it outright. We comply with the directive of our Gov. Lilia Pineda to have garbage segregated and disposed properly,” Dela Cruz told Sun. Star Pampanga in an exclusive interview.
Dela Cruz said his administration has started the implementation of a segregation policy for the collection of garbage.
However, he said there still a need to segregate garbage in barangays which have yet to fully comply with the directive.
Governor Lilia Pineda, he said, has been very strict in reminding officials here to comply with environmental laws and to set up material recovery facilities that will help in the segregation of garbage.
The mayor added that waste in the alleged dumpsite is residual waste awaiting proper disposal in designated landfills. It could be remembered that the Department of Environment and Natural Resources through its Environmental Management Bureau (EMB) has ordered the closure of all open dumpsites in Pampanga and Central Luzon.
The EMB included towns of Arayat, Floridablanca, Guagua, Mabalacat, Macabebe, Magalang, Masantol, Mexico, Minalin, Porac, San Luis, Sasmuan, Sta. Ana and Sto. Tomas to comply with the order.
As mandated by Republic Act 9003 or the Solid Waste Management Act of 2001, all open and controlled dumpsites should be closed immediately. The law also requires all local government units to create an MRF and assist in the segregation of waste starting from the household level.

Quezon City lass crowned Miss Philippines Earth 2012

MANILA — A 22-year-old designer, freelance model, host and singer from Quezon City was crowned Miss Philippines Earth 2012 at the SM Mall of Asia in Pasig City on Sunday.
Stephany Stefanowitz bested 46 other candidates who represented municipalities, cities and provinces in the country, as well as Filipino communities outside the Philippines.
A second-timer at the prestigious pageant, Stefanowitz will represent the country in the Miss Earth 2012 pageant, which will be held in Indonesia in October. She will also serve as ambassador to environmental protection campaigns in the country.

Stefanowitz was crowned Sunday by last year’s winner, Athena Mae Imperial. She also got the Best in Evening Gown award.
Crowned as Miss Philippines Water, meanwhile, was Samantha Purvor, 24, a Sports Sciences student from the University of the Philippines who represented San Juan City.
Purvor also won the Best in Swimsuit award, as well as Miss Zenea Slimming and Body Sculpting, Miss Extraderm, Miss Pontefino Residences, and Miss Gandang Ricky Reyes.
The Miss Philippines Air title went to Glennifer Perido, a 22-year-old nursing graduate from Tabuk City. She was also named Miss Redfox, Best in Resort Wear, and Miss Golden Sunset.
Miss Philippines Fire was Thoreen Halvorsen, 19, tourism student from Puerto Princesa City, Palawan. She also won the Miss Prime Med special award.
Named Miss Philippines Eco Tourism was 24 years old Mary Candice Ramos, a fourth year Bachelor of Science Tourism Management student of the University of the Philippines. She represented Vigan City.
Runners up were Glenna Christina Duch, 18, Business Management student from Silliman University in Negros Oriental; Roxanne Corluy, 20, of Belgium-Filipino Community; Princess Lieza Manzon, 25, model and actress from San Francisco, Cebu; Jaydielou Dilidili, 24, admin and human resource manager from Indang, Cavite; and Kathleen Subijano, 24, a lifestyle columnist from Muntinlupa City.
The other candidates who received special awards were: Miss Pagadian City Cristelt Gerona (Miss Photogenic-Ever Bilena); Miss Marilao, Bulacan Aufelyn Zabalanoypistuff (Miss Talent); Miss Lucena City Jennifer Edytha Japor (Miss Friendship); Miss Marilao, Bulacan Aufelyn Zabala (Miss Beverly Hills 6750); Miss Kawit, Cavite Reveleen Carandang (Miss New Placenta); and Miss Batangas City Queenie Uy (Miss Pontefino Hotel).
