MANILA (Updated 10:50 a.m.) — Lawyers of Chief Justice Renato Corona should just respect the verdict to be handed down by the Senate impeachment tribunal rather than appeal before the Supreme Court (SC) since senators will likely ignore a ruling overturning conviction, a political analyst said.
According Ramon Casiple, it will be ill-advised if Corona will seek a homecourt decision in case the Senate found him worthy to be removed as magistrate for betrayal of public trust and culpable violation of the Constitution.
“It won’t be wise for them to do so. It will only drag his SC allies into the fray. Besides, the Senate will reject SC jurisdiction being the sole body tasked to try and decide impeachment cases,” he told Sun.Star.
Corona’s lead counsel Serafin Cuevas opened on Sunday the possibility of turning to the High Court for help since the 1987 Constitution is reportedly silent on appeal and the effectivity of the impeachment court decision.
His statement, however, ran contrary to that of SC spokesperson Midas Marquez, who said that Corona has already “surrendered to God’s will.”
He said Corona’s family and supporters are optimistic that the outcome of the voting would be one for his acquittal, especially after he fulfilled his promise to answer all allegations against him “point by point,” and after issuing a waiver to his bank accounts.
The court official said Corona remained at The Medical City in Pasig where he is still recovering after a hypoglycemic attack on Tuesday shortly after delivering his three-hour opening statement in the impeachment court.
“He is now able to rest and sleep better, while doctors continue to monitor his condition,” Marquez said.
Cuevas said Corona will no longer attend the impeachment court’s voting on Tuesday and will just monitor developments either at his hospital bed or at home once he is discharged.
In disagreement with Casiple’s view is lawyer Allan Paguia, one of the six petitioners who earlier asked the Supreme Court to nullify the impeachment proceedings for lack of due process and proper verification of the complaint.
“Jurisdictional issue is already raised in six petitions pending before the SC. Hence, if CJ (Corona) is convicted, it may still be declared void ab initio. That would constitute a constitutional or political crisis, or both (if the SC reverses the Senate decision),” he said in a text message.
Lawyer Vicente Millora, who also sought the junking of the impeachment complaint, agreed.
In a text message, the former president of the Integrated Bar of the Philippines (IBP) said the Chief Justice may question the guilty verdict by filing a petition for review on certiorari because only the SC “may resolve with finality various legal issues raised at trial.”
Senators are expected to take a vote on Tuesday as they are bound to answer a question whether Corona has committed an impeachable offense in not declaring his dollar and peso bank deposits in his statement of assets, liabilities and net worth (SALN).

MALACANANG expressed confidence on Sunday that the newly appointed ambassador to China would not have a hard time passing the Congress’ Commission on Appointments (CA).
Deputy presidential spokesperson Abigail Valte believed that it would be easier for retired diplomat Sonia Brady to get the nod of the CA, citing the latter’s “extensive” experience in foreign relations.
“Ambassador Brady is a career diplomat. With her extensive experience in foreign affairs and in foreign relations, we are confident that she can ably answer the questions of the members of the Commission on Appointments,” Valte said in her weekly interview over government-run Radyo ng Bayan.
Brady replaced Domingo Lee, who is now a special envoy to China, after the latter withdrew his nomination as ambassador to Beijing as he was bypassed by the CA thrice.
Valte said Brady was chosen by President Benigno Aquino III since she is an “old hand” at foreign affairs.
“The President did say that he wanted someone who could hit the ground running, someone who is already familiar with the culture of the host country, its politics and the ways essentially of the host country,” said Valte.
Brady previously served as ambassador to China during the Arroyo administration from April 2006 to January 2010.
She has concurrent jurisdiction over the Democratic People’s Republic of Korea and Mongolia.
“She is someone that fulfills the requirements for the post,” Valte stressed, adding Brady’s more than four decades of tenure at the Department of Foreign Affairs.
Senator Sergio Osmena III, who strongly opposed Lee’s appointment for lack of diplomatic experience, said Brady’s confirmation will sail smoothly.
“A cursory read of her career indicates she is well-qualified,” he said in a text message.
Malacañang also believed that Brady would contribute a lot in restoring normalcy in the strained relationship of Philippines and China due to territorial dispute in the West Philippine Sea.
“We have a multi-faceted relationship with China that is important for the ambassador to already know the lay of the land,” said Valte.
Brady’s appointment came amid the month-long standoff between the Philippines and China that stemmed from apparent Chinese intrusion in the Philippine territorial waters.

THE Philippine government and the secessionist Moro Islamic Liberation Front (MILF) resume on Monday the formal peace talks in Malaysia with the hope of bridging the gap on their respective positions, official said on Sunday.
Office of the Presidential Adviser on the Peace Process Secretary Teresita Deles said the Aquino administration hopes that the three-day talks will be able to build on the gains established with the signing of the Decision Points on Principles during the 27th exploratory talks last month in Kuala Lumpur.
One of the decision points was the government and MILF peace panels’ agreement to create a new autonomous political entity that will replace the existing Autonomous Region of Muslim Mindanao.
“We pray for the two panels to be able to bridge the gaps between the parties’ positions and expand common grounds towards the peace our people have long desired and which our country badly needs to achieve lasting progress,” Deles said.
The government panel goes to Kuala Lumpur having undergone intensive preparations for the substantive agenda which are on the table, she said.
The substantive agenda on the table include power-sharing, wealth-sharing and transition, she said.
“These are difficult issues which may test the will and patience of the two parties,” Deles added.
The official earlier assured that any final peace pact with the MILF will be publicized first before being signed.

ANGELES CITY — In line with its 50th anniversary celebration, the Angeles University Foundation (AUF) awarded on Saturday at least eight alumni who excelled in their respective professions.
The awardees include Corazon Y. Capitulo, Bachelor of Science in Education 1970, in the field of education; Engineer Rafael C. Yabut, Bachelor of Science in Civil Engineering 1976, in the field of government service; Lyn V. Lansangan, Bachelor of Science in Education 1982, in the field of education; and Maria Antonette C. Esguerra, Bachelor of Science in Nursing 1987 in the field of health sciences.
The other awardees are Maria Therese, Bachelor of Science in Nursing 1993, in the field of community service; Police Superintendent Allan R. Macapagal, Bachelor of Science in Criminology, in the field of law enforcement; Dr. Carmelo C. Cunanan, Bachelor of Science in Physical Therapy 1995, in the field of health education; and Rev. Fr. Enrique M. Lusung, Bachelor of Science in Psychology 1996 in religious.
AUF officials, led by chancellor Emmanuel Y. Angeles and president Joseph Angeles, congratulated the outstanding alumni.
“The 50th anniversary celebration of AUF brings me back to May 25, 1962 when we started with just 11 faculty members, an enrolment of 611 and a two-storey building with seven classrooms,” Angeles said.
“AUF has indeed gone a long way from being a wooden university into a world-class higher education noted for its quality instruction, research, and community service,” he added.
The occasion is a celebration of thanksgiving and a tribute to those who have made a big difference in shaping AUF’s history, according to him.
“We acknowledge with deep gratitude our generous benefactors and friends who support our scholarships and infrastructure development,” he added.
He also cited the commitment of his parents Agustin and Barbara, the school founders, “that no one should be denied education due to poverty.”
For his part, Angeles said AUF, in its half century of official existence, can point to many achievements – from being the Angeles Institute of Technology on May 25, 1962 into becoming the first private university in Central Luzon on April 16, 1971, after less than nine years of operation.
“This celebration is an opportune time for us to renew our commitment to quality education that ensures not only professional success but the total development of students anchored on genuine Catholic education that is holistic, integrated and formative,” he said.

ANGELES CITY — The Land Transportation Office (LTO) in this city conducted over the weekend its “big clean-up and sorting day” in compliance with the requirements stipulated in its ISO certification.
LTO-Angeles City chief Aida Santiago said the clean up and sorting day is done twice a year — once every semester — to keep a clean and healthy workplace as mandated in its quality workplace system.
“We do this twice a year to maintain quality work stations to provide the best service we can offer our clients. Aside from the clean-up, we also do big sorting of records and old and unserviceable equipment. This time, we also focused on our pocket gardens and planted more plants in keeping with the call to preserve and protect the environment, much that we are a lead agency involved in advocacies like the Clean Air Act,” she told Sun.Star Pampanga.
Sorting of old and obsolete records, she added, is done according to a process of scheduled records disposition.
“Everything has to be properly filed to support our database and our computerized processing of licenses, applications and motor vehicle registration to avoid problems and inconvenience to applicants and keep up with the standards of our ISO 9001:2008 certification,” disclosed Santiago.
The LTO Angeles City processes a total volume of about 500 to 1,000 applications in a single day.
She disclosed that in 2011, marked increases in licensing volume have been noted.
“From January to April this year, our number of licenses issued increased from 6,748 in 2011 of the same period to 6,838. In law enforcement, we had 1,582 recorded in 2011 versus 1,662 of the same period, from January to April,” she said.
